- This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
- This position is Non-Combat Essential (NCE) IAW Section 1580 of title 10, USC, and DOES NOT provide civilian support to combat operations. Duties of this position are to provide support for expeditionary requirements and could be deployed to support emergency operations, humanitarian missions, disaster relief or other expeditionary missions in the continental United States or overseas, that are NOT considered "combat" locations. Employee must meet the medical and suitability requirements of the positions as outlined in OF-178 and sign the DD Form 2365 as a condition of employment.
- This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position.
- May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Future Operations Center (FOC), Future Plans Center (FPC), Joint Logistics Operations Center (JLOC), N&NC Deployment and Distribution Operations Center (NDDOC), Joint Intelligence Operations Center-North (JIOC-N), Joint Cyber Center (JCC), and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations.
- YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
- IAW DoDI 3020-42 the position has been locally, or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF), which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). Examples of specialized experience includes expert knowledge of complex military joint planning, organizing, and directing operation activities with added emphasis on Operations, Plans, Training and strategic operations within the Department of Defense (DOD); knowledge of quantitative and qualitative methods and techniques to assess and improve emergency operations and routinely provide immediate and crucial advisory; knowledge of USNORTHCOM Concept of Operations (CONOPs) and the National Response Framework (NRF) in order to develop operations, plans, and support and direct DOD operational support to States and territories during contingencies, exercises or National Special Security events; knowledge of the Dual Status Command (DSC) program, to include the process on how to establish and disestablish a DSC-led JTF and instruct senior DOD leadership/National Guard/FEMA on the DSC Program; knowledge of USNORTHCOM command structure, missions, programs and organizational relationships, in addition to an understanding of strategic planning and business case analysis, in order to devise plans and methods that are consistent with higher echelon strategic plans and that are fully supportive of the USNORTHCOM and/or Dual Status Command mission; knowledge of Operations, Plans, and support principles and concepts along with a full and comprehensive knowledge of the Dual Status Commander program in order to create, author and maintain changes to NORAD-USNORTHCOM Instruction 10-127, ''NORAD and USNORTHCOM Title 10 Support to Dual Status Commander Led Joint Task Force Standard Operating Procedures" and providing input on Joint Pub 3-28 and DODI 30- 25.ja. In addition, the incumbent must be able to inject critical inputs and provide guidance on, champion, and/or coauthor USNORTHCOM Operation Orders (OPORDs).
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the full range of tactical to strategic military joint planning, operations, organizing, and directing in order to conduct military operations in support of homeland defense and defense support of civil authorities.
2. Skill in applying analytical and evaluative techniques to resolve complex and sensitive planning problems and produce products for a recommended solution (i.e., reports, plans, orders, briefings).
3. Knowledge of the Joint Planning Process (JPP) with ability to provide accurate, detailed information for input into the system to effectively write Operation Orders (OPORDs) and Fragmentary Orders (FRAGOs). Knowledge of DOD medical capabilities, limitations and processes of employment in the defense support of civil authorities.
4. Ability to identify and integrate requirements, provide operational assessments, and have situational awareness from the operations, plans, and support areas in order to create a cohesive and comprehensive plan in support of a military HQ supporting an operation. Ability to communicate both orally and in writing in a clear, concise manner with technical accuracy. Ability to provide functional input, plan/direct work, prepare products, and create presentations, as well as mentor, assist, motivate, and train staff of an organization.
5. Ability to lead, act, and react in a high stress environment to intense domestic event situations, make critical characterization judgments, formulate recommendations that may have major national impact/consequences and transmit those recommendations clearly and concisely to civilian leaders in the Government.
6. Ability to research, analyze, interpret and apply rules, regulations, doctrine, orders and procedures to a variety of situations leading to timely solutions. Ability to build effective relationships and work closely with a variety of personnel from local, state, tribal and Federal agencies.
