Summary

This is an Air Reserve Technician (ART) position. ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, ARTs are required to maintain their active membership in the AF Reserve unit where assigned. ARTs receive on average one weekend of military training per month.

Duties

The primary purpose of this position is: To serve as an Air Reserve Technician (ART) Munitions Flight Supervisor, exercising technical and administrative supervision over subordinate employees engaged in accomplishing a variety of munitions maintenance and equipment duties in an integrated environment.

DUTIES:
DUTY 1: Performs work planning responsibilities. Plans are based on general work schedules provided by higher level supervision, prepares monthly and weekly work plans and makes work assignments accordingly. Plans ensure that adequate equipment, tools, parts, materials, and assets are available. Answers questions providing reasons for departure from normal methods, procedures, and operations.

DUTY 2: Performs work direction responsibilities. Maintains surveillance of work in progress, notes problem areas, and initiates corrective action within scope of assignment. Meets with and explains work requirements to subordinate supervisors and/or employees (e.g., time required, priority, and peculiarities of work).

DUTY 3: Performs administration responsibilities. Participates with employees in the development of performance plans. Advises employees in advance of performance expectations and explains new work techniques, as required. Provides proper guidance and direction, continuous feedback on strengths and weaknesses. Appraises subordinate workers' performance in accordance with regulations.

DUTY 4: Applies Equal Employment Opportunity (EEO)/Equal Opportunity Treatment (EOT)principles and requirements to all personnel management actions and decisions and ensures all personnel are treated in a manner free of discrimination. Takes positive action to implement affirmative action/EEO initiatives identified in the installation Affirmative Employment Plan.

DUTY 5: Ensures education in, compliance with, and practice of security directives, good safety, and health habits in all work areas. Ensures employees with access to classified information comply with security directives. Reports all known security violations to the proper authority immediately when discovered. Reserve Training: Administers the reserve training and associated programs, ensuringconsistent standards throughout the flight for traditional reservists and ARTs.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C for WG 6600-Armament Work Group.

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG 6600-Armament Work Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

The screen out element for this position is the ability to do the work of an ORDNANCE EQUIPMENT MECHANIC SUPERVISOR with little to no supervision.

JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of a wide range of principles, processes, and techniques of trade(s) and/or craft(s)supervised and personnel management policies, practices, and procedures, including sexual harassment and Equal Employment Opportunity/ Equal Employment Treatment. Knowledge of safety regulations, practices, and procedures.
  2. Knowledge and practical application of MIS (e.g. CAS, TMRS, MC2K, CAMS) programs.
  3. Comprehensive knowledge of assigned weapon systems including airframes, munitions systems, and the Interrelationships among systems and munitions power plants, needed to make various operational checks and verify established performance limits.
  4. Knowledge of aircraft flying hour and maintenance and munitions planning cycles, documentation, and communication necessary to execute plans.
  5. Ability to read and interpret instructions, specifications, blueprints, and technical orders, and to evaluate compliance, adequacy of repair actions, and proper installation of parts and modifications. Ability to communicate effectively, both orally and in writing.
  6. Ability to execute disaster control and emergency war order/contingency plans. Skill in directing munitions generation/evacuation processes.

OTHER SIGNIFICANT FACTS:
  • May be required to fly in commercial and military aircraft to perform temporary/permanent duty assignments.
  • Performs other related duties as assigned.
  • The work may require the employee to drive a motor vehicle. An appropriate, valid driver's license may be required for the position.
  • This is an Air Reserve Technician (ART) position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTA). The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

FUNCTIONAL REQUIREMENTS: Heavy lifting (45-79 pounds). Moderate carrying (15-44 lbs). Hours of straight pulling are 1 hour per week. Hours of pushing are 1 hour per week. Reaching above shoulder. Use of fingers. Both hands required. Hours of walking are 4 hours per week. Hours of standing are 10 hours per week. Hours of crawling are 1 hour per week. Hours of kneeling are 1 hour per week. Hours of repeated bending are 3 hours per week. Climbing, use of legs and arms. Both legs required. Operation of crane, truck, tractor, or motor vehicle may be required. Ability for rapid mental and muscular coordination simultaneously. Near vision correctable at 13 inches to inches to Jaeger1 to 4. Far vision correctable in one eye to 20/20 and 20/40 in the other. Both eyes required. Depth perception. Ability to distinguish basic colors. Hearing (without aid).

ENVIRONMENTAL REQUIREMENTS: Outside and inside (other than normal commuting). Excessive noise, intermittent. Constant noise. Electrical energy. Slippery or uneven walking surface. Working around machinery with moving parts. Working around moving objects or vehicles. Working closely with others.

This is an Air Reserve Technician (ART) position. ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members; are subject to immediate call to active duty in mobilization to meet a national emergency.
