A ORDNANCE EQUIPMENT MECHNIC SUPERVISOR (T32), WS, 6641, 10, Planning. Plans the overall allocation of personnel, funding, facilities, and equipment resources to the organizational segments supervised to accomplish work operations which, because of their scope, volume, complexity, operational tempo, and total force integration must be planned on an annual or multi-year basis. Because of the Total Force Mission integration with the USAF, keeps unit assigned Air National Guard munitions in combat ready status at the Operational Reserve level, and able to be fully integrated with USAF aircraft and missions upon activation and regular contingency operations, in addition to daily training, domestic operations, and support missions. Oversees munitions system modifications to include: Time Change Technical Orders, maintenance equipment and facilities update and modernization, deployment and mobility planning, manning, and financial forecasting, recurring Air Force mandated inspection requirements, mission and weapons systems changes, contingency planning relating to carrying out the military mission of the Wing, and the development of policies and procedures in the accomplishment of the work. Analyzes work plans developed by subordinate workforce for accomplishment of assigned directives. Determines status of work accomplished in relation to future demands, including unanticipated or emergency requirements mandating reallocation of resources. Provides status of work projects, budget estimates, changes in equipment, facilities and techniques for mission planning purposes. Evaluates potential impact of improved technologies on existing programs and practices and recommends proposed changes to appropriate authority. Participates fully with higher level management and staff organizations in interpreting changing environmental requirements to include work techniques, specification changes, and standard improvements. Functions as an integral member of unit's planning process and serves as the responsible technical resource for a maintenance division. Assigning and Directing Work. Coordinates and directs the work of munitions sections supervised. Assigns and explains work requirements to the workforce, and set deadlines. Balances workload for subordinate work sections. Promotes economical and efficient work operations. Analyze production, personnel utilization, cost, and make adjustment in operations to improve the process. Prepares and provides inputs to operating instructions and initiates work plans to be followed by subordinate sections in accomplishing critical or emergency work projects. Evaluates work operations to assure production and quality standards are achieved. Coordinates work operations with other wing organizations and functions. Administration. Recommends promotion or reassignment of the workforce, and reviews personnel actions. Makes formal, and informal appraisals of personnel work performance. Determines long range and supervisory needs for subordinate sections. Utilizes various management tools and computer technologies to ensure effective control of work activities. Chairs production meetings to set priorities in accomplishing the scheduled maintenance plan. Promotes and administers such programs as cost reduction, incentive awards, suggestions and quality assurance. Ensures regulations governing safety and housekeeping are observed. Ensures subordinate supervisors carry out such programs as labor management and equal opportunity. Schedules and approves leave. Ensures position descriptions are accurate and position management principles are followed. Ensures appropriate production reports and administrative records are maintained. Resolves personnel problems, conflicts, and resolves grievances and ensures proper corrective action(s) are taken. Safety and Security. Implements regulatory safety and security requirements ensuring subordinates are provided and utilize appropriate safety equipment, follow safety precautions, and are afforded a safe work environment. Ensures the security of assigned personnel and munitions.

Qualifications

In order to qualify, you must meet the experience requirements described below. GENERAL AND SPECIALIZED EXPERIENCE QUALIFICATIONS REQUIREMENTS: WG - Experience or training which has provided the candidate with the knowledge and application of mechanical and electrical principles and the skill to perform intricate repair and adjustment of hydraulic and pneumatic components and devices. WG-09 and above - Experience or training in repairing, rebuilding, modifying, and testing a variety of major subassemblies. Experience in diagnosing malfunctions and determining repair in major components consisting of numerous assemblies, interrelated electrical, mechanical, pneumatic, and hydraulic assemblies, and components. Experience in the use of precision measurement equipment. Experience interpreting and applying a variety of technical manuals and similar published materials. WS (All Grade Levels) - In addition to the journeyman level knowledge, experience which demonstrates the ability to plan, direct, and organize work assignments for lower grade personnel. Experience which required the review of work requirements and establish priorities to meet deadlines. Experience that provided knowledge of various lines of work performed by this function. Experience which demonstrates the ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes. Experience in adapting existing equipment and techniques to new situations.

Area 1: Current On-board Minnesota National Guard Title 32 Technicians who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed.

Area 2: Current Minnesota National Guard Title 32 Technicians who are in permanent or indefinite technician status as a result of being competitively hired at a sister component that is identified on the Position Vacancy Announcement (PVA), including onboard Title 5 employees that are also current members of MNNG; i.e. Army MNNG to Air MNNG, Air MNNG to Army MNNG.

Area 3: All Minnesota National Guard members currently assigned to the MNANG or to the MNARNG applying for a position within the component in which they are currently assigned. i.e. temporary technician or Traditional Guardsman.

Area 4: Currently assigned service members in other branches of the military outside of the Minnesota National Guard, to include those assigned to Active Duty, Reserve or other state's National Guard.

Area 5: All individuals able to and willing to become members of the Minnesota National Guard including prior service not currently assigned to a military component and non-prior service US civilians.

Candidates will be evaluated on the basis of appropriate education, experience, training, self-development activities, and special awards.
