Duties

  • You will provide first level supervision to civilian nonsupervisory staff positions (U.S. and Foreign National).
  • You will Provides second or higher-level supervision to the remainder of the assigned Detachment employees, which includes additional military leaders and subordinate military nonsupervisory members.
  • You will plan, direct, coordinate, and oversee the work directly and/or indirectly through subordinate supervisors on a daily and long-range basis.
  • You will ensure proper organizational development and alignment of operations associated with the functional areas of the Detachment.
  • You will serve as the senior civilian interface and liaison with program managers and other high-ranking program officials at the base and 6th Fleet area of operations.
  • You will be responsible for managing the logistical and operations support, magazine, waterfront and airfield operations, and material maintenance for the detachment.
  • You will established requirements, work priorities and sequencing of operations, functional moves, equipment and material resources, and oversees other functions which affect the timely accomplishment of the mission.
  • You will ensure full support and compliance of explosives safety and Naval Occupational Safetyand Health (NAVOSH) requirements.
  • You will overseesthe Ordnance Qualification/Certification Program from all NMCLANT Detachment personnel.
  • You will be responsible for administering the annual Explosives Safety Self-Assessment (ESSA) program.
  • You will identify and implement corrective actions when deficiencies are discovered, provides interpretation and policy clarification as required or when programmatic changes are issued by higher authority.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • Must be able to obtain and maintain a U.S. Passport.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band in the Federal service or equivalent experience in the private sector. Specialized experience as an Ordnance Operations Manager must demonstrate the following: 1) Applicant's resume reflects demonstrated experience, knowledge, and responsibility for the overall management and direction of Navy Fleet Ordnance Support operations, receipt/storage, segregation and issue experience in support of U.S. Fleet Forces Command, 2nd, 4th, 5th and 6th Fleets areas of operations. 2) Application will reflect formal Explosives safety training: AMMO-18, 29, 33, 36, 43, 49, 51MV, 62, 74, and or AOOCP-I, AOOCP-II courses. 3) More than 5 years' experience conducting Navy specific explosives safety management programs 1, 2, ,3 4, 5, 6 7,8 9 assessments, and Ammunition Management and Accountability Review (AMAR) assessment at the unit, detachment, and component level. Travel is dependent upon position description and availability of funding.

OTHER CONDITIONS CONT:

The position supervises ordnance operations support work performed by military personnel, inventory management specialist, and materials handlers and thus there is a variety to the types of work directed requiring a significant amount of coordination to see tasks to completion. The work is made difficult by the need to make provisions for hazardous conditions inherent in the performance of the Det's ordnance handling operations. The work requires a detailed and complex plan for ordering and storage of munitions to meet the needs of the Fleet.

This position requires the employee to occasional travel away from the normal duty stations (up to 25%).

Employee must obtain and maintain a Top-Secret security clearance. Occasional overtime work required.

The employee must have a valid driver's license.
