This position is emergency essential - Depending on the type of emergency the employee may be required to report to work during emergency situations.
Major Duties:
Supervisory
Exercises the full range of supervisory responsibilities for the HOB financial, administrative, Computer Assisted Facility Management (CAFM) program and logistics team supporting operations in the HOB.
Provides leadership to ensure support for equal employment opportunity (EEO) goals and requirements. Performs administrative and technical supervisory functions for subordinates. Assigns duties and evaluates performance. Manages the organizational unit’s budget and workload. Develops performance requirements for subordinates and ensures a mutual understanding of the performance standards. Resolves complaints and grievances.
Provides for employee skills enrichment through job related coaching, mentoring and training. The individual will foster a culture of learning, sharing, cooperation and teamwork that improves efficiency and effectiveness throughout the organization.
Demonstrates skill in developing and delivering oral and written presentations as well as making recommendations on management issues in concise and convincing language.
Responsible for utilizing a thorough knowledge of and compliance with applicable AOC and Occupational Safety and Health Administration (OSHA) safety rules and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action.
Budget Formulation and Execution and Financial Management
Independently oversees and manages the financial management of HOB appropriated funds, including long- and short-term budget formulation and execution.
Analyzes appropriation legislation for impact on assigned programs and funds.
Reviews and formulates guidance for developing an integrated budget for the HOB. Receives and interprets budget data calls in light of organizational program priorities in keeping with HOB, AOC and Congressional requirements. Oversees responses to AOC budget data requests. Develops budget estimates and informational and analytical materials.
Develops planning and performance analyses and evaluations that encompass programmatic budget milestones. Leads planning of management and decision-making for effective resource allocation in support of the accomplishment of HOB strategic and operational goals and objectives.
Oversees control, monitoring, and adjustment mechanisms for budget execution.
Strategic Planning, Evaluation, Analysis and Reporting
Independently performs studies and reviews to understand and plan for organizational structure, policy, process, operations and financial implications.
Assesses the productivity, quality, effectiveness and efficiencies of business processes. Recommends corrective action to improve recognized deficiencies.
Reviews and interprets new and established policies, directives, instructions, regulations and standard operating procedures to determine their impact on the HOB and its programs and activities.
Researches and investigates new or improved business and management practices for application in HOB. Plans, advises and makes recommendations to management on implementation of new policies, procedures, processes or methods to achieve ever-higher levels of organizational performance.
Compiles information and generates responses to reporting requests from the AOC, House Committees, Offices of Inspector General (OIG) and Congress as appropriate.
Identifies and develops data required in the management and direction of programs, including developing, monitoring and reviewing dashboard metrics.
Oversees the Computer Assisted Facility management program to properly track and evaluate work order management processes, ultimately leading to improved efficiencies in building operations and facility maintenance.
Acquisition, Assistance and Material Management
Provides guidance to HOB’s procurement and supply management team.
Establishes and oversees procedures for developing and managing cooperative agreements.
Ensures that the HOB meets all government and agency regulations, policies and procedures and endeavors to achieve AOC Small Business Goals.
Preparation of Written Materials
Prepares reports, correspondence, memoranda and other documents relevant to program activities, such as responses to the AOC Performance and Accountability Report, Chief of Operations’ Monthly Reports, weekly reports, cost analyses, quarterly capital reports, award program plans and training plans. Incorporates the contributions of other writers into documents. Documents and flow charts business processes and works with staff to recommend solutions to streamline or combine work processes.
