Summary

This position is located in Enterprise Risk Management (CBE), Risk Management (CB), Compliance, Audit and Risk Management (C).

The purpose of this position is to serve as a senior analyst responsible for analytical work applying operations research and other scientific methods in support for BPA's ERM program and infrastructure and the day-to-day operation of the ERM function.

Duties

As a Operations Research Analyst, you will:

  • As a senior analyst and technical lead, propose, plan, lead and carry out quantitative decision support and risk management assignments across all major organizations in BPA. Assignments.
  • Develop risk management and decision quality/analysis policies for BPA based on guidance provided by ISO 31000:2009 Risk management; Principles and guidelines.
  • Develop techniques to assess uncertainties and strategic and operational risks as part of strategy landscape assessments in collaboration with BPA Strategic Planning, that occurs at the beginning of the BPA Administrator's strategic planning process.
  • Develop and apply computer models that describe the effects of uncertainty associated with a wide variety of cost, market price, supply, demand and other variables on the forecast of BPA cash flows, net revenues and estimates BPA's Treasury payment probability for future rate periods in support of BPA's power and transmission rate making.
  • Design and implement survey research and related social science data collection and analysis methods including complex and sophisticated multi-stage or multi-phase statistical sampling and survey designs for researching executive, management and staff perceptions of risk exposures for business and other risks that affect the ability of BPA to accomplish its statutory mission, vision, strategic and other objectives.
  • As a senior analyst, provide consulting services in risk identification, analysis and evaluation to program managers in BPA's major program areas for asset management strategy and asset plans development.

Qualifications

BASIC REQUIREMENT
Degree in Operations Research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

SPECIALIZED EXPERIENCE REQUIREMENTS:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service.

Specialized Experience for this position is defined as: Experience in conducting, leading, or coordinating the application of advanced mathematical and statistical theories, principles, and techniques (e.g., parametric and non-parametric analysis, computer modeling, decision theory, mathematical programming; risk management, economic analysis) to identify, analyze, evaluate, and treat strategic and operational decision problems and the impact of uncertainties on organizational objectives.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
