Duties

This Operations Research Analyst position is located Security Operations, Administrative Services, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:

  • Applies experience and advanced technical know ledge of operations research analysis to lead complex analyses and small studies on a quantitative or qualitative basis, formulate overall concepts, evaluate findings, and recommend solutions for determining the effectiveness of field program or operations to meet established goals, measures, and objectives.
  • Plans, coordinates, and conducts analytical studies using large volumes of data to projects the likelihood of a terrorist attack and leverages analytical results to improve programmatic operations.
  • Participates in the selection and application of mathematics, economics, econometrics, and statistics appropriate to conducting Risk Analytics.
  • Provides technical guidance and coordinates efforts involved in carrying out various aspects of assignments, the design of samples and experiments, and the design of evaluation and program monitoring techniques. Monitors, evaluates, and documents the results of work activities and prepares final recommendations.
  • Participates in meetings, briefings, presentations, and conferences with other management officials to discuss major program changes, performance metrics, projects milestones, formulates, executives and justifications to influence decisions and provide guidance.
  • Identifies mathematical applications to improve existing programs, determines types of data to be collected, formulates study methodologies, and assists functional activities in the implementation of operational segments and data analysis.
The major duties described above reflect the full performance level of this position. Typically, the lower pay bands (G & H Bands) perform the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

Basic Education Requirements: This position requires a Bachelor's degree in Operations Research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 semester hours of the 24 semester hours must have been in calculus. In addition to meeting the basic entry qualification requirements, applicants must have specialized experience and/or directly related education. All educational requirements must be met not later when this job announcement closes.

In addition to the basic requirements listed above, to qualify for the SV-G Pay Band, (equivalent to GS-5/7/9), you must meet one of the qualification requirements (A, B, OR C) outlined below:

A. Experience: Applicants must possess one full year (52 weeks) of specialized experience at the SV-F band, (equivalent to the GS-4) in the Federal service or equivalent experience in the private sector. Specialized experience is defined as:
  • Performs a variety of tasks in support of projects assigned to higher level analysts; AND
  • Performs special research tasks designed to utilize and enhance knowledge of work processes and techniques, and to afford an opportunity to apply the fundamentals of associated disciplines; AND
  • Identifies sources of data and performs data acquisition and reduction; AND
  • Develops reports which summarize accomplishments and results of assignments and presents findings within own organization; AND
  • Keeps abreast of emerging techniques and professional developments to remain current in the field and for application to work assignments.
OR
B. Education: You must have completed OR will have completed a 4 year course of study leading to a bachelor's degree from an accredited institution AND must have documented Superior Academic Achievement (SAA) at the undergraduate level in one of the following:
  1. Class Standing - upper third of the graduating class based on completed courses in the college, university, or major subdivision; OR
  2. Grade Point Average - 2.95 or higher out of a possible 4.0 as recorded on your official transcript or as computed based on 4 years of education or as computed based on courses completed during the final 2 years of curriculum; OR 3.45 or higher out of a possible 4.0 based on the average of the required courses in your major field completed during the final 2 years of your curriculum; OR
  3. Election to membership in a national scholastic honor society (note: freshman honor society cannot be used to meet the requirements of this position). If qualifying based on class standing or honor society membership, provide appropriate documentation.

C. Combination of Experience and Education: Have a combination of graduate education and experience when combined meets 100% of the qualification's requirements of this position.

In addition to the basic requirements listed above, to qualify for the SV-H Pay Band, (equivalent to GS-11/12), you must meet one of the qualification requirements (A, B, OR C) outlined below:

A. Experience: Applicants must possess one full year (52 weeks) of specialized experience at the SV-G band, (equivalent to the GS-9) in the Federal service or equivalent experience in the private sector. Specialized experience is defined as
  • Analyzing operational performance data to evaluate program or project performance; AND
  • Preparing reports which are used to identify root causes of security failures; AND
  • Developing risk mitigation strategies and providing recommendations for process improvement.
B. Education: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

C. Combination of Education and Experience: Have a combination of graduate education and experience when combined meets 100% of the qualification's requirements of this position.

In addition to the basic requirements listed above, to qualify for the SV-I Pay Band, (equivalent to GS-13) applicants must possess one full year (52 weeks) of specialized experience at the SV-H band, (equivalent to the GS-12) in the Federal service or equivalent experience in the private sector. Specialized experience is defined as
  • Leading and carrying out a multi-phased data collection, analysis, and performance measurement project; AND
  • Preparing reports which are used to identify root causes of security failures; AND
  • Developing risk mitigation strategies and providing recommendations for process improvement.
GRADUATE EDUCATION: Education at the graduate level in an accredited college or university in the amounts indicated above meets the requirements for this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One (1) year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
