Summary

A part of the work is to manage a comprehensive eye care program; oversees the work of others; works with a patient's medical provider and care team to optimize overall healthcare outcomes. Majority of the work is to examine, diagnose, manage, and treat a full range of eye and visual problems and ocular diseases for a wide range of patients.

Duties

The position is located in an ambulatory health care center located on the Confederated Tribes of the Colville Indian Reservation. For more information on the Colville Service Unit, visit the Indian Health Service website.

Duties of the position are listed below:

  • Provides the proper diagnosis, management, and treatment of all patients that are within the scope of the optometric practice to include performs vision tests and analyze results; diagnose vision problems, prescribe eyeglasses, contact lenses, and other visual aids; prescribe medications to correct or treat visual or eye issues; provide treatments such as vision therapy or low-vision rehabilitation; evaluate patients for the presence of other diseases and conditions, such as diabetes or high blood pressure, and refer patients to other healthcare providers as needed; promote eye and general health by counseling patients.
  • Acts as community educator providing vision education and in-service training to other health professionals and the public; develops and executes community clinics providing complete optometric care.
  • Develops and monitors the Eye Care budget.
  • Practices within in the Patient Centered Home Model to ensure care is seamless across departments. Ensures that gathering of data elements for improvements are done by I.H.S and Local guidelines to show positive patient outcomes via quality improvement activities and peer reviews.
  • Assists in ensuring optometry and clinic compliance with requisite regulations, rules, procedures, policy and directives including Accreditation Association for Ambulatory Health Care (AAAHC).
  • Assigns work to subordinates. Provides technical oversight. Develops performance plans and rate employees. Takes disciplinary measures, such as warnings and reprimands. Provides and/or arranges for needed development and training.

A one-year supervisory/managerial probationary period may be required upon selection/placement.

Measles and Rubella immunization required for selectees born after 1957 and seasonal influenza immunization is required for all staff working in Indian Health Service health care facilities.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Individual Occupational Requirements: These are standards that describe the minimum qualification requirements for this occupational series such as education, license, experience, and other qualifications. The individual occupational requirements are listed below.

Education: Applicants must have a Doctor of Optometry degree from an educational program that is accredited by the Accreditation Council on Optometric Education (ACOE) at the time the degree was obtained.

Licensure: Applicants must have received a passing score on the National Board of Examiners in Optometry (NBEO) examinations and possess a current, full, and unrestricted license to practice optometry in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Basic Requirements for the GS-11 (or equivalent) Grade Level: Applicants who meet the above basic requirements qualify for GS-11 grade level.

Basic Requirements for GS-12 (or equivalent) Grade Level: In addition to the requirements for the GS-11 (or equivalent) level, applicants must meet one of the following requirements:
  • One year completion of a residency program in an institution accredited for such training; or
  • One year of professional experience as an optometrist that is equivalent to at least the GS-11 grade level.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS:

Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:

GS-12 Examples of Specialized Experience:
  • Work experience in diagnosing, managing, treating conditions and diseases of the human eye and visual system, examining eyes, prescribing corrective lenses, and provide guidance in interpreting policies, procedures, practices related to optometry, and oversee plans, goals objectives for assigned projects and/or lead others.

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
