Summary

About the Position: Serve as an Optometristwith the Defense Health Agency (DHA), United States Army Medical Department Activities, Directorate of Medicine, Department of Primary Care, Optometry Service, located at Brian D. Allgood Army Community Hospital (BDAACH), Camp Humphreys, Pyeongtaek, South Korea.

Duties

  • Perform initial preparation and inoculating procedures of specimens for bacterial, parasitic and fungi organism.
  • Examine diagnose, treat diseases and disorders of the visual system, the eye, and associated structures as well as diagnoses related systemic conditions.
  • Provide the proper diagnosis, management, and treatment of all patients that are within the scope of optometric practice.
  • Diagnose and treats any visual anomaly and specified pathologic conditions of the ocular adnexa and the eye that are within the optometric scope of practice.
  • Perform and evaluate all necessary tests that deal with the eye portion of all types of physical exams, including Department of Defense Medical Examination Review Board physicals.

  • This position has specific initial background investigation and periodic re-verification requirements since its duties require interaction with children and youth under the age of eighteen (18) years of age on a recurring basis.
  • Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.
  • This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
  • This position may require the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and the ability or fitness to perform the duties of the position.
  • This position is a Testing Designated Position subject to applicant testing and random drug testing. Selectees will be required to sign DA Form 5019 requiring participation in random drug urinalysis testing.
  • A pre-placement medical examination is required.
  • Must be able to obtain and maintain current Basic Life Support (BLS) certification through American Red Cross. Advanced certification (e.g., ALS) does not supersede BLS.
  • This position has a requirement to lift up to 50lbs. in the regular performance of duties.
  • Required to wear Personal Protective Equipment (PPE) - clothing and/or gear.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Basic Requirement for Optometrist (Clinical):

Education: Applicants must have a Doctor of Optometry degree from an educational program that is accredited by the Accreditation Council on Optometric Education (ACOE) at the time the degree was obtained.

Licensure: Applicants must have received a passing score on the National Board of Examiners in Optometry (NBEO) examinations and possess a current, full, and unrestricted license to practice optometry in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

In addition to meeting the basic requirements above, applicants must also meet one of the following qualification requirements listed below:

Experience: One year of specialized experience as an optometrist which includes: examining, treating patients with visual disorders or diseases; advising patients and families of medical conditions and required treatments; and conducting optometric procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

OR

Residency: One year completion of a residency program in an institution accredited for such training.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.   • Direct Deposit of Pay is required.
  • U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
  • Locality pay does not apply in the overseas area.
  • If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.
  • If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.
  • Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
  • Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
  • Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
