Summary

The position is located in the Office of Construction & Facilities Management (CFM), Office of Acquisition, Logistics, and Construction (OALC), Department of Veterans Affairs (VA), in Washington, DC. The Chief Facilities Strategy Office (CFSO) leads department level planning, coordination, advises and assists the Executive Director in implementing integrated enterprise facilities lifecycle program management to align construction and facility management strategy, programs, and resources.

Duties

This position supports the Chief Facilities Strategy Officer in departmental level planning and coordination to drive the implementation of integrated enterprise facilities lifecycle program management necessary to align construction and facility management strategy, programs, and resources for full compliance with 38 USC 312A (Director of Construction and Facilities Management) specified oversight and management responsibilities. The major duties and responsibilities include but are not limited to:

  • Provides oversight and management of any contract support related to CFM organizational transformation.
  • Lead, coach and advise team members and stakeholders in achieving planned goals.
  • Exercises authority in monitoring the conduct and delivery of assigned office programs, projects/tasks, etc.
  • Reviews and approves technical project estimates and resourcing of strategic programs and initiatives to ensure resources support objectives and goals.
  • Fosters internal program and project integration by coordinating, synchronizing and resourcing projects to achieve unity of effort and desired effects.
  • Uses advanced strategic management and systems engineering/operations research methods to guide the discovery and planning efforts.
  • Formulates policy and implement guidance for organizational strategies and strategic management.
  • Facilitates organizational learning for self-correction, knowledge transfer and increased effectiveness/efficiency.
  • Assists management in formulating basic planning and strategy policies within the framework of the organization's mission and functions.
  • Plans and fosters task to advance the technical and professional capacities of the team based on the organization's mission and functions.
  • Develops techniques for carrying out specific project assignments and providing quality assurance.
  • Attends high-level meetings as a senior representative delivering substantive oral and written presentations to both internal and external stakeholders

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/24/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Leading organization-wide digital transformation project, including developing a change management plan to ensure successful adoption of new systems and processes across multiple departments.
    • Facilitating a major organizational restructuring, managing stakeholder expectations and minimizing disruption during the transition.
    • Implementing a new performance management system, designing training programs to educate employees on the new process and address potential resistance.
    • Conducting a detailed impact analysis to assess the potential effects of a new business strategy on different teams and functions within the organization.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
