Summary

You will serve as a Packaging Specialist in the Packaging, Handling, Storage and Transportation (PHS&T) Division, Engineering and Product Support Department of NAVSUP WEAPON SYSTEMS SUPPORT.

This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.

Duties

  • You will perform packaging design and development, including packaging requirement codes and Special Packaging Instructions (SPIs).
  • You will collect data and perform analysis, documenting findings into detailed technical reports.
  • You will provide technical evaluations of engineering drawings, along with physical and chemical parameters of materials.
  • You will monitor packaging and storage efforts to ensure life cycle logistics requirements are met.
  • You will apply a broad technical knowledge to the resolution of unprecedented problems having a direct impact on high level packaging engineering programs.
  • You will implement supply policy requirements in order to function as a technical expert for all packaging, handling, and storage matters as related to expendable packaging materials and reusable containers.
  • You will use written and oral communication to deliver packaging engineering requirements to non-technical internal/external customers.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This a Defense Acquisition Workforce position and requires a Life Cycle Logistics, Foundational acquisition certification.
  • The incumbent has 36 months to earn this certification. Incumbent must obtain and maintain certification in accordance with DoD Instruction 5000.66.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector assisting with the development of packaging methods and techniques to protect supplies, materials, and equipment. Examples of specialized experience include the following: 1) Assist with determining the best method of packaging materials with regards to weight, shelf life, preservation method, wrapping, and cushioning; 2) Assist in developing packaging requirements in support of provisioning and acquisition; 3) Ensuring supplies, materials, and equipment are protected against damage during handling, transit, or storage.

GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector developing packaging methods and techniques, as well as directing the use of packages and packaging materials to protect supplies, materials, and equipment. Examples of specialized experience include the following: 1) Determine the best method of packaging materials with regards to weight, shelf life, preservation method, wrapping, and cushioning; 2) Apply a working knowledge of packaging activities to ensure that supplies, materials, and equipment are protected against from mechanical force (weight, pressure, impact) and against deterioration from heat, cold, dampness, or other environmental conditions during handling, transit, or storage; 3) Analyze customer requirements, make recommendations for solving problems, and translate the requirements into information system solutions; 4) Perform research, summarize information, and provide reports as it relates to packaging, handling, storage, and transportation (PHS&T) activities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

The following education may be used as a substitute for experience:

GS-07: 1 full year of graduate level education, or, a Bachelor's Degree with Superior Academic Achievement (S.A.A).

GS-09: Master's or equivalent graduate degree, or, 2 full years of progressively higher level graduate education leading to such a degree,
or, LL.B. or J.D., if related.
