Qualifications
In order to qualify, you must meet the general experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.
ONLY EXPERIENCE OBTAINED BY THE CLOSING DATE OF THIS ANNOUNCEMENT WILL BE CONSIDERED.
GENERAL EXPERIENCE: You must have at least three years of general experience, one year of which is equivalent to Federal experience at the next lower grade (GS-04), level, pay band (NH-01), or equivalent (pay schedule, pay band, etc). General experience is described as: analyzing problems to identify significant factors, gathering pertinent data, and recognizing solutions; planning and organizing work; and communicating effectively orally and in writing.

EDUCATION: Successfully completed a full 4-year course of study leading to a bachelor's degree. NOTE: YOU MUST SUBMIT COPIES OF YOUR UNOFFICIAL TRANSCRIPTS WITH YOUR APPLICATION IF USING EDUCATION AS A SUBSTITUTION OF EXPERIENCE.

COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. NOTE: YOU MUST SUBMIT COPIES OF YOUR UNOFFICIAL TRANSCRIPTS WITH YOUR APPLICATION IF USING EDUCATION AS A SUBSTITUTION OF EXPERIENCE.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of conventional and computerized legal research in general law, environmental law, personnel law, operations law, and other area.
2. Knowledge of legal analysis (e.g. litigation, discovery, document preparation, interview techniques), judicial and administrative procedures, statute and regulation citation techniques, and document retrieval systems.
3. Knowledge of practical knowledge techniques of management analysis.
4. Skill in written and oral communication.
5. Ability to identify, analyze, and translate complex information, make appropriate judgements, and evaluate options concerning legal issues, personnel management, and unit readiness.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
Additional Information:
PHYSICAL EFFORT: The work is mostly sedentary. No special physical demands are involved. There may be some walking, standing, bending, or carrying of light items.
WORKING CONDITIONS: The employee works in an adequately lighted and ventilated office environment. Observes normal safety precautions.
This position requires access to confidential data (gathering, preparing, typing, filing, etc.) for an individual who formulates or effectuates labor-management policies. The incumbent of this position is therefore considered to be a "Confidential Employee: in accordance with Title V, United States Code, 7103(a)(13) and is excluded from all bargaining units.

You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
