Duties

The incumbent serves in a trust and confidence position, possesses and maintains competencies in the area of employment, education, vocational/technical, and personal financial management disciplines, and provides information, advice and guidance to Marines and their families. Helps clients assess their values, interests, abilities and skills and relate these to opportunities for employment, education, training and life skills. Liaises with unit commanders to promote the use of advisement services. Administers and interprets psychometric tests and personality inventories. Provides initial assessment of the client¿s career and personal readiness circumstances and provides basic advice in order to aid the process of supporting their individual development plan. Refers to Personal Financial Management, Education and other Personal and Professional Development staff as appropriate.

Researches information on local and national career, education and/or recruitment procedures and policies, and labor market trends and produces supporting materials. Assists in scheduling individual assessment sessions to meet needs of Marines and families. Provides guidance based on the results of such assessments. Advises on career education programs and the development of skills required by employers and entrance to colleges, universities or vocational learning.

Develops and directs services designed to equip clients with necessary job search skills and employment and education preparation strategies appropriate to their skills levels and career/academic goals. Contributes to the curriculum used by the Marine Corps for personal and professional development programs.

Facilitates Personal and Professional Development¿s workshops, activities, and events. Responsible for coordinating with the program subject matter experts to assist in increasing student learning through contributing relevant and progressive instructional strategies to the USMC curriculum, designing and implementing effective learning strategies and environments, and delivering instruction of high quality. Areas of instruction include employment, education, vocational/technical, and personal financial management disciplines. Coordinates with P&PD subject matter experts in contributing to the USMC curriculum by identifying competencies, establishing prioritized goal and objectives, developing instructional materials, and collaborating with other instructors and industry representatives to ensure relevance in programming.

Adapts instructional strategies to meet student needs and utilizes technology and varied media as appropriate. Uses computer-aided guidance packages and develops with P&PD subject matter experts web-based materials for use by Marines and their families. Conducts ongoing student assessment, and works with other programs to ensure student achievement and effectiveness of instruction and advising. Use assessment data to improve course and advising delivery. Assists in the scheduling of classes to meet the learning needs of students and instructional demands of the program. Manages the classroom effectively. Follows the assigned schedule, provides students with course syllabus, establish a safe and respectful learning environment, maintains accurate student attendance and achievement records, and ensure opportunities for students¿ participation, collaboration with peers, and course/faculty evaluation. Maintains the standards of achievement that are necessary in meeting the demands of occupations, education opportunities, technical training, or personal financial management for which students are being prepared. Collaborates with other programs within Marine and Family Programs.

May work a fluctuating work schedule to complete work assignments outside of the typical workweek and work hours. May require travel to complete work assignments.

This is a white-collar position where occasional lifting up to 20 lbs. may be required. Performs other related duties as required.

EVALUATIONS:

Qualifications

Master¿s Degree is highly preferred. Bachelor¿s Degree in Education, Counseling, Rehabilitation, Personal Financial Management or related field is required. Must have a minimum of three years experience in, or related to, career planning, employment services, personal financial management, direct advisement of students, curriculum design, and/or instructing. Ability to communicate effectively (writing, listening, speaking).

Ability to work independently and follow-through on assigned tasks. Knowledge of human behavior and performance; individual differences in ability, personality, and interests, learning and motivation. Skill in establishing and maintaining effective working relationships using tact, diplomacy, and overall professionalism. Must be able to operate a personal computer, printer, etc., and have current knowledge in various office computer programs and software applications. Ability to collect, evaluate, and disseminate information and assess and measure organizations¿ and other serviced populations¿ trends, concerns, and needs. 

Ability to evaluate, plan, and implement training systems for both in classroom and online instruction and delivery. Understanding and use of current education practices in career advisement. Skilled in program design, implementation, and management. Ability to plan, organize, instruct and facilitate educational courses of quality. Ability to relate to a diverse student population. Ability to operate a personal computer, printer, etc., and have current knowledge in various office computer programs and software applications.

Additional Preferred Qualifications: Experience in education, career and personal financial management development strategies for diverse higher education populations. Experience in resume writing. Ability to organize activities and coordinate groups of people. Accredited Financial Counselor (AFC) certification or willingness to potentially obtain certification.

Experience in program analysis and evaluation. Experience in developing policies and procedures.
