Duties

Serves as the responsible point of contact for oversight, development, and administration of the Personal Financial Management Program for Marine and Family Programs to include mission, vision, goals, and objectives; marketing and improvement, organizational and development initiatives. Manages program services to include providing education and training, information and referral, and counseling on basic consumer skills and how to prudently manage finances with primary focus on prevention of financial difficulties and mismanagement through education. Provides assistance on preparation of extended absence financial planning, financial planning and counseling, personal financial management and personal financial readiness. Serves as the responsible point of contact for the oversight, interpretation, and development of Personal Financial Management Program: policy and plans, processes and procedures, and program evaluation to include establishment of measurement processes and procedures. Obtains factual information to coordinate and promote goals and objectives, provide information, explain regulatory and legal requirements, and build and sustain business, business strategies and practices. Identifies and solves problems related to implementation of plans and policies, develops and implements solutions, designs alternative initiatives and establishes minimum standards. Maintains extensive contact with other program specialists and officials of other related agencies and organizations to: coordinate and sustain revised plans and policies related to financial management, resolve problems, negotiate agreements, advise on and render technical assistance in policy areas such as: changes or improvements in program objectives, utilizing facilities and staff, redirecting programs to provide more efficient and effective service, developing new or revised curricula and programs for staff development, and developing and installing reporting systems. Develops and analyzes data to be used in preparing analytical and interpretative reports and guides on programming. Selects pertinent techniques for data collection to identify aspects of successful and unsuccessful program operations. 

Research successful methods and techniques used by other local officials (federal, state, local) and provides information on adapting and extending methods and techniques into new patterns to solve problems. Utilizes a variety of fact-finding techniques such as interviews, cases analysis, observation and inspection, to elicit appropriate data, identify problem areas of operation, and oversee and participate in: fact finding, development of recommendations and preparation of reports of findings. Performs and oversees performance of research and fact-gathering assignments to provide background information, exchange ideas and discuss application of new knowledge and procedures. Reviews proposed changes in program plans and agency procedures to determine compliance with federal, state, statutory and regulatory requirements. Monitors the operating budget for the program. Computes financial data and statistics to prepare reports and forecast budgets for execution, and short- and long-range plans. Compares current and historical data to determine trends and anticipate future requirements. Adhere to safety regulations and standards. Use any required safety equipment and observe safe work procedures. Promptly report any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor.  Perform other related duties as assigned.

Qualifications

A Bachelor¿s degree in a related financial management discipline or equivalents combination of education training and experience that demonstrates knowledge of and skill to: serve as the responsible point of contact for oversight, development and administration of a financial management program for Marine and Family Programs to include: management of program services: providing education and training, information and referral, and counseling on basic consumer skills and how to prudently manage finances with primary focus on prevention of financial difficulties and mismanagement through education. Skill to: serve as the responsible point of contact for the oversight, interpretation and development of policy and plans, processes and procedures, and program evaluation to include establishment of measurement processes and procedures; independently conduct, review and recommend approval or disapproval of program plans; analyze and develop proposals or provisions in terms of impact on program resources requirements; develop new and revised policy and plans, and procedures and standards to incorporate provisions that affect operating activities and requirements; conduct reviews of the administration and operation of the program and provide advice.

This is a mixed position where the incumbent must be able to lift and carry objects up to 45lbs independently and objects over 45lbs with assistance.
