INTRODUCTION:
This position is within the Personal and Professional Development (P&PD)¿Resources Section, P&PD Branch, Marine Corps Community Services Division, Marine Corps Installations Pacific-MCB Camp Butler, Okinawa, Japan.  The incumbent is an integral part of the P&PD-Resources Program, providing services to emphasize personal financial responsibility and accountability by providing basic principles and practices of sound money management, consumer education programs, financial counseling, and information and referral services.

DUTIES AND RESPONSIBILITIES:
Plans, organizes, and implements a comprehensive personal financial management education, training and counseling program that emphasizes individual financial responsibility and accountability, along with increasing financial literacy of customer base.  Develops, schedules and conducts financial classes, workshops, and briefs on a wide spectrum of topics, to include programs that encompass the needs of the focus population: active duty personnel, retirees, family members and Department of Defense (DoD) civilians.  These include, but are not limited to: money and financial management, basic to advanced investing techniques/philosophies/vehicles, investment markets, home buying, car buying and leasing, consumer awareness, credit and debt management, identity theft, insurance scams, government benefit programs, payday loans, credit reports and credit report analysis, Social Security and retirement planning, Blended Retirement System, Thrift Savings Plan/401K¿s, estate planning, wills and trusts, pre- and post-marital financial planning, Command Financial Specialist (CFS) and Noncommissioned Officers for Financial Fitness training courses.  Financial courses and workshops are conducted at all U.S. Navy (USN) and U.S. Marine Corps (USMC) installations on Okinawa.

Provides client assistance/non-clinical financial counseling by analyzing and defining client problems/issues, offering referrals for crisis intervention, making initial case assessment to analyze and assess individual financial concerns, and providing appropriate educational guidance in developing immediate and long-range financial plans.  Assists in disseminating information and education on commercial solicitation, which includes Truth-In-Lending, Payday Loans, and insurance scams.  Adheres to all applicable privacy acts.  Educates clients to clarify, identify, and prioritize goals and provide appropriate information, resources and referrals, along with practical knowledge to enable clients to make informed choices.  Provides mandatory training on a continuing basis for in-processing personnel.

May work with Staff Judge Advocate Legal Assistance, civilian lawyers and agencies in managing complex cases involving foreclosures, evictions, garnishments, and repossessions.  Community resources are used on behalf of client interest and in order to make appropriate referrals.

BASIC REQUIREMENTS:

  1. A bachelor's degree related to personal finance from a college or university accredited by the Department of Education and experience in financial counseling.  Master's degree is preferred. 
  2. The Accredited Financial Counselor (AFC) certification is highly preferred.  PFM Specialists must obtain and maintain DoD/USMC approved financial counselor certification per DoD Instruction 1342.22, SECNAVINST 1740.4 AND Marine Corps Order 1700.37 within 2 years of hire.
  3. Must be able to participate in professional, continuing education in personal financial management to include USMC designated annual training and personal financial management program related educational events to maintain professional certification.
  4. Must be able to obtain a Status of Forces Agreement driver¿s license.

QUALIFICATION REQUIREMENTS:

  1. Extensive knowledge of DoD, USMC and USN Family Services/Support financial program goals and objectives to develop local short- and long-range program planning.
  2. Extensive technical knowledge concerning: personal financial management, debt and credit management, investing (individual retirement accounts, stocks, bonds, mutual funds, and college investments), stock markets, identity theft, insurance, Truth-in-Lending, government benefit programs, loans, credit reports, home buying and selling, car buying, selling and leasing, Social Security system, Blended Retirement System, retirement planning, Thrift Savings Plan/401K¿s, estate planning, wills, trusts, pre- and post-marital financial planning, consumer awareness topics, military pay issues, formulation of spending plans and automated banking procedures, which enables incumbent to facilitate the 40-hour CFS training and the 16-hour Noncommissioned Officers for Financial Fitness training courses, the financial portion of the Pre-Retirement Seminar and all additional courses and workshops as directed.
  3. Extensive technical knowledge related to financial counseling techniques (individual, premarital, marital and group).  Possess practical knowledge of people and the ability to relate to all segments of the military and civilian community.
  4. Documented ability to conduct briefings, workshops and training sessions, and to effectively communicate orally in a clear and concise manner at conferences, meetings, and training workshops.
  5. Skill and ability in communication methods to include using computer-based software, interacting with diverse groups, developing detailed and precise reports, using interviewing and listening skills to assess needs of customers, and to effectively develop educational and training materials.
  6. Knowledge of military lifestyle objectives of military family support programs, as well various social/community services agencies directly or indirectly related to the financial well-being of Service Members and their respective families.
  7. Proven success in a professional working environment working individually as well as in a team environment.
