Duties
MAJOR DUTIES: Serves as Personal Financial Management (PFM) Specialist, responsible for the overall management of the installation¿s comprehensive financial, consumer affairs services, and information and referral program. Responsibility to improve active duty personnel, retirees, family members and DoD civilians personal financial status and to enhance their awareness of consumer issues and law and emergency assistance services. Plans, directs, and implements comprehensive PFM education, training, and counseling programs that emphasizes individual financial responsibility and accountability. Develops, schedules, and conducts financial classes, workshops, and briefs to include programs that encompass the needs of the focus population. These include, but are not limited to: money management, checkbook management, pre and post deployment financial planning, investing and investment markets, home buying, car buying and leasing, consumer awareness/military protections, credit and debt management, identity theft, insurance scams, government benefit programs, payday loans, credit reports, Social Security and retirement planning, Thrift Savings Plan, estate planning, wills and trusts, pre and post marital financial planning and Command Financial Specialist (CFS) Training.
Information and Referral responsibilities include Welcome Aboard Briefs, Relocation/Moving assistance and workshops, Sponsorship Training services, and maintaining the military installation website information for those seeking relocation information.
Develops and implements a program of direct counseling assistance on consumer affairs, debt reduction/elimination, budget counseling, consumer awareness/protections, and financial planning. Interviews clients and uses assessment tools and techniques to compile detailed data on assets and liabilities in order to analyze and evaluate the level of indebtedness. Works with Marines to help educate them on the steps to reduce or defer payments with businesses and financial institutions, reschedule payment plans, and refinance loans. Develops Personal Financial Management course curricula, conducts training, markets the program, and prepares accompanying resource materials. Provides mandatory training on a continuing basis for in processing personnel. May coordinate with Staff Judge Advocate Legal Assistance and Security Managers and agencies in managing complex cases involving security clearances, foreclosures, evictions, garnishments, and repossessions. Conducts mandatory refresher training for Marine personnel and families who have written insufficient funds checks both on and off the installation.
Consults and briefs commanders, installation leadership, and community at large to keep them abreast of local financial and consumer issues. Serves as the command representative on various installation military and approved civilian committees and councils (e.g., Credit Union Advisory Board). Maintains close liaison with local businesses, federal, and state agencies e.g., WIC, Food Stamps Program, consumer protection groups (Consumer Financial Protection Bureau, Federal Trade Commission, States Attorneys General and the local Better Business Bureau). Refers cases to Major Command for further action or to the installation Armed Forces Disciplinary Control Board when unfair business practices adversely affect health, welfare, and morale. May work with the American Red Cross and Navy Marine Corps Relief Society in establishing guidelines for emergency funding requirements. Develops local approved networks to enhance program delivery.
Provides financial education for other MCCS programs such as the Transition Assistance Management Program to educate Marines and their families on the importance of financial preparation in their career and transition. Support other MCCS/Marine & Family programs by providing financial education to their clients.
Responsible for written correspondence associated with all program responsibilities. Collects program information necessary to prepare reports to meet regulatory requirements. Operates personal computer to input, retrieve, revise, and adjust lesson plans, statistics, correspondence, reports, and other information required by the supervisor or higher headquarters.
Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program, prevention of sexual harassment and other USMC/MCCS policies and principles.

MINIMUM QUALIFICATIONS:
A Bachelor¿s degree in a related personal financial management discipline and three years¿ experience that demonstrates knowledge of and skill to: serve as the responsible point of contact for oversight, development and administration of a personal financial management program to include management of program services: providing education and training, information and referral, and counseling on basic consumer skills and how to prudently manage finances with primary focus on prevention of financial difficulties and mismanagement through education; or an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained above. Within two years of hire, obtain and maintain a nationally recognized financial counselor certification in accordance with policy. Current financial counselor certification, such as Accredited Financial Counselor (AFC), is preferred.
Knowledge of available consumer and community resources, organizations and materials to assist clients with financial problems. Knowledge of personal budget and financial management and accounting principles, procedures, and techniques. Skill in interpreting regulations and other written instructions on personal financial management and consumer education. Ability to perform personal financial analysis. Ability to interview personnel to obtain information needed to develop a personal budget. Knowledge of the theories and principles of consumer studies as well as financial counseling and techniques. Ability to work with creditors in negotiating acceptable repayment plans. Skill in providing direct services to individuals and families, including work with individuals in groups, based on a strong background in social service. Expertise in oral and written communication.
