INTRODUCTION: The position is located within NAF Human Resources Branch, Marine Corps Community Services (MCCS). The Personnel Security Assistant provides assistance to the personnel security team in support of determining the suitability/fitness for entry and retention in over 1300 NAF positions with MCCS as well as for in-home family care provider, contractor, and volunteer fitness. This position reports to the Personnel Security Supervisor. This position offers a career track opportunity to include Tier 3 clearance vetting as well as on-the-job, Defense Counterintelligence and Security Agency (DCSA), Navy, and USMC security training.

This is a developmental graded position for the target Personnel Security Specialist (NF2/NF3).  Work is reviewed on a routine basis and upon completion of tasks, to assess the employee¿s performance and to progressively evaluate the ability for increased autonomy. At the entry level, the incumbent serves in the developmental capacity while performing duties under closer than normal supervision. To advance to the target grade level (NF3), the incumbent must meet all of the target level requirements and have satisfactorily demonstrated ability to perform independently in the position. The incumbent will be required to successfully complete a 12-month probationary period, all training and regulatory requirements and ultimately be approved by the Chief NAF HR for advancement to the target grade level (NF3) without competition.

NF-02 ENTRY LEVEL (Personnel Security Assistant):
Provides specialized administrative support to the Personnel Security Program to assist with background check duties, continuous vetting, and OPSEC program administrative support. Performs highly structured independent assignments in accordance with direction from the Personnel Security Supervisor. Receives amplifying instructions and direction from Personnel Security Specialists for day-to-day duties.  

The MCCS Personnel Security Program is subject to Naval Audit, Annual MCCS HQ Childcare Audit, and other regulatory parameters that require the Personnel Security Assistant to uphold the highest standard of ethics, accuracy, and judgment.

Applies practical knowledge in carrying out assignments and developing skills by performing limited independent work such as daily security processes, audits, and record keeping. The Personnel Security Supervisor provides specific instructions as to approach, methods, and sources of information on new assignments. The incumbent uses initiative in independently carrying out assignments which are covered by established procedures and is expected to seek assistance on deviations, problems, and unfamiliar situations that arise.

Follows established policies and procedures within the personnel security program to assist with initial screening, continuous evaluation/vetting, and OPSEC Program activities. Assists with background checks for new employees by collecting and verifying completeness of local record checks and requesting missing information from candidates. May receive amplifying information from PMO in the case of local record findings. Initiates federal investigation requests using the Office of Personnel Management¿s Electronic Questionnaires for Investigations Processing (e-QIP) automated system and assists in review of applications as assigned. Performs fingerprint collection and transmission. Enters security data into PeopleSoft. Reviews requests for information from security stakeholders and provides first level support and responses.

Represents the MCCS Personnel Security Program to its customers by explaining processes, guidance, and required documentation utilized by the security program. Serves as a first line point of contact for assisting personnel with eQip account maintenance such as password resets or sign-in help. Provides routine guidance to frequently asked questions received via telephone or email request and elevates more complex issues as appropriate.

Prepares reports and correspondence of a confidential nature which may include letters, e-mail messages, memorandums, faxes, and reports.  

Assists in establishment and maintenance of official personnel security files. Assists in maintenance of electronic records for background checks utilizing PeopleSoft and SharePoint software. Gathers, organizes, verifies, and files personnel security and suitability data.  Properly disposes of security documentation when it is no longer authorized for storage.

BASIC ENTRY LEVEL (NF2) REQUIREMENTS:

  1. Must be a U.S. Citizen.
  2. Ability to obtain and maintain a Tier 3 clearance in order to complete assigned duties.
  3. Associate's degree or 2 years of experience in a closely related field. Work experience 
    should demonstrate administrative analytical abilities and mature judgment.
  4. Experience in applying tact and diplomacy when dealing with sensitive issues, to include 
    conducting objective analysis, fact finding, and exercising confidentiality and privacy.

BASIC TARGET LEVEL (NF3) REQUIREMENTS: Applicants may be considered at the NF3 level if they meet the below requirements.

  1. Must be a U.S. Citizen.
  2. Possesses a Tier 3 clearance.
  3. Associate's degree or higher and 3 years of experience in a closely related field. Work 
    experience must demonstrate administrative analytical abilities and mature judgment.
  4. Has demonstrated and applied exceptional knowledge in the Personnel Security field and  
    the ability to successfully perform all functions at the NF2 Entry Level and NF3 Target level     
    Position Description without direct supervision and
  5. Completed the USMC Security Manager's Course.

QUALIFICATION REQUIREMENTS:

  1. Knowledge and experience in administrative procedures such as managing electronic and hard copy records and other office procedures. Must have demonstrated accuracy and attention to detail. 
  2. Knowledge and ability in operating Microsoft programs such as Outlook, Word, and Excel to perform data entry and data gathering. Experience with PeopleSoft (or other human resource personnel management software) and SharePoint preferred.
  3. Ability to work independently and efficiently in handling structured assignments and prioritizing work in a fast-paced environment.
  4. Exemplifies skill in both written and oral communications.
  5. Previous federal standard security training such as through CDSE, OPM, DCSA, or DSS is desired.

This position has been designated as Noncritical Sensitive and therefore requires the ability to obtain a Secret clearance. Continued employment is subject to maintaining a favorable adjudication of the security investigation.
