NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires military membership in a compatible military assignment in the Iowa Army National Guard. Selectee will be required to wear the military uniform. Acceptance of this excepted position constitutes concurrence with these requirements as a condition of employment.

SECURITY CLEARANCE REQUIREMENT: Employment is subject to attaining and maintaining a clearance as required by this position. If the selectee does not possess the applicable security clearance when hired, application must be made within 30 days of the start date. Failure to make application for the required security clearance will result in termination of employment.
Failure to complete prescribed courses may be cause for reassignment or termination of FTS.
Military Rank Requirements: Officers, Warrant Officers, and Enlisted members (O-3 and below, CW3 and below, and E-5 to E-8)
Qualifications

MINIMUM REQUIREMENTS: Practical understanding, specialized skills, and fundamental knowledge of the following Series GS-0080 programs: security police; information security; sensitive compartmental information; special security requirements; force protection; anti-terrorism; information protection; security police training, unit deployment, and physical security.
SPECIALIZED EXPERIENCE REQUIREMENTS: GS-0080-9: Must haveexperience in the following
:
- 1-year equivalent experience to at least next lower grade level
- Knowledge of the laws, rules, regulations and procedures governing a distinct set of operational duties and responsibilities for performing security functions and handling weapons.
- Experience, education or training in collecting and analyzing data effectively, efficiently, and accurately. Able to apply procedures and directives by reading and interpreting technical material.
- Ability to communicate clearly and effectively orally and in writing, using presentation and report formats.
- Demonstrated ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures. Learned ability to assess the surrounding environment to recognize immediate risk levels. Must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career.
- Experience in managing the function of the work to be performed.
- Experience which includes leading, directing and assigning work of personnel.
Education
Substitution of Education for Specialized Experience -
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related

Knowledge, Skills and Abilities required for this position:
- Knowledge of personnel security concepts, principles, and application for the purpose of administering the states personnel security programs, determining appropriate actions to take for violations of adjudicative guidelines, and adjudicating clearance determinations-
- Knowledge of how to initiate, process, track, and adjudicate required clearance investigations
- Ability to use, operation, and application of a variety of security related automated systems such as JPAS, CATS, CVS, TASS, and other state and federal systems
- Knowledge of analytical methods used to evaluate application packets for security clearance eligibility, identification and corrective actions of derogatory information, resolution of conflicting information.
- Ability to determine eligibility for access to classified and controlled unclassified information and granting personnel security clearance and access in the presence of derogatory information
- Skills in oral and written communication to write reports, conduct presentations, and/or clearly communicate personnel security processes, regulations, or training, present information that may be sensitive in nature concerning
- Knowledge of a wide range of DoD and other federal security programs their interrelationships, and practices
