.In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of a wide range of security specialties to identify and resolve conventional policy and program objectives, and procedures within the security functional area; extensive knowledge in the specialized fields of physical security, force protection, and antiterrorism; and knowledge of security policy requirements and procedures to provide recommendations for making decisions and policy development on short and long-term security planning.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of a wide range of security concepts, principles, and practices to review, analyze, and resolve difficult and complex security problems.
- Knowledge of DoD and Air Force antiterrorism and force protection doctrine, policies, and instructions to coordinate objectives and develop plans for interrelated security programs.
- Knowledge of a broad range of security program relationships to make recommendations allowing for differing program requirements, and multiple security objectives.
- Skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; and preparing and presenting information to leadership.
- Ability to prioritize and recommend resourcing strategies for the correction or mitigation of AT vulnerabilities on the installation.
- Ability to assist evaluation teams in developing realistic and relevant scenarios to exercise and validate the AT program.
Other significant facts pertaining to this position are:
- May be required to travel by military or commercial air to conferences, meetings, or other functions away from the normal duty station.
- Work requires access to classified information. Must be able to obtain and maintain a Secret Clearance.
- This position is designated a national security position.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- Department of Defense Physical Security Certification (PSC) conferral is required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification and AFI 36-2645, Security Professional Certification and Development. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative.
- Key - This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternatives for filling of the position during an emergency are not available.
- Must be able to obtain and maintain a Top-Secret clearance.
