Duties
This position serves as the primary medical liaison between flight crews, unit leadership, and healthcare practitioners, providing expert aerospace medicine consultation. The incumbent leverages residency training and operational expertise to plan, oversee, and execute Air National Guard (ANG) aviation medicine programs in strict alignment with USAF and ANG medical aviation regulations, policies, requirements and standards, skills and practices to service pilots and navigators in Air National Guard Flying Units.
Serves as a liaison between pilots, flight crews, physicians, officers, and other medical practitioners to provide expert consultation to and on behalf of patients. Key duties include managing installation-wide aerospace medicine, determining operational flight status disposition, and providing decisive clinical judgment in medical case management to ensure the health, safety, and mission-readiness of all assigned personnel.

EMPLOYMENT CONDITIONS:
Must obtain and maintain a SECRET security clearance.
Subject to provisions of the DoD Priority Placement Program.
Employees are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
May be required to successfully complete a two-year trial period.
Federal employment suitability as determined by a background investigation.
This position is within the professional series IAW 5 USC §3319, and compensably disabled preference eligibles (CPS/CP) are not automatically placed at the top of the Certificate of Eligibles (5 USC §3313). Eligibles will be listed in score order, including veterans' preference points.
Recruitment/Relocation Incentive MAY BE authorized for highly qualified candidates, if eligible. Subject to funding and approval.
Permanent Change of Station (PCS) costs are not authorized, based on the determination that a PCS move is not in the Government interest.
1. Board-certified (Highest Qualified) in a Primary Care Specialty (Aerospace Medicine, Family Practice, Internal Medicine, Obstetrics, Pediatrics, or Emergency Medicine).
2. Physicians License required.
3. Must maintain current state licensure, Basic Life Support (BLS), and Advanced Cardiac Life Support (ACLS) or other named specialties.
4. Must be flight surgeon qualified or able to obtain the necessary qualifications within 12 months of appointment.
5. Subject to Random Drug Testing and has a mandatory seasonal vaccination requirement and annual influenza vaccinations.
6. Must possess knowledge of DoDI 6130.03, Medical standards for Appointment, Enlistment, or Induction into the Military services.
7. Inclement Weather position. May be required to report for or remain on duty during inclement weather.
8. Irregular duty hours and on-call service may be required to support operational missions, or contingencies outside of the normal duty day.
9. May be required to participate in contingency readiness exercises, major accident response exercises, and investigations, and perform duties during Nat'l Guard drill periods and annual training.
10. Required to file OGE Form 450, Confidential Statement of Affiliations and Financial Interests.
11. Designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
Qualifications
AREAS OF CONSIDERATION:
Referrals of qualified applicants will be issued in the following order:
Area 1: Permanent and indefinite Wyoming Air/Army National Guard (NG) T5 and T32 Dual Status Technicians (DST) employed within a specific work center.
Area 2: Permanent and indefinite WYNG Title 5 and T32 DST employees with the Wyoming Air/Army National Guard.
Area 3: Current Federal employees within the Competitive and Excepted Service, and Competitive Service Reinstatement Eligible employees. Former NG T32 Dual Status employees receiving an Honorable or a General Discharge under Honorable Conditions are eligible for reinstatement provided they have been separated for at least one year before applying for reinstatement and received a rating of record of their most recent permanent position of a least fully successful (or equivalent).
Area 4: Currently serving and former Active Guard/Reserve (AGR), and M-Day/Drill Status Guard (DSG) members of the National Guard. This provision is intended to boost the candidate pool to reach more qualified candidates and place DSG/M-Day personnel on par with currently serving civilian personnel.
Area 7: U.S. Citizens
Upon acceptance of this position, if selected candidate is a Competitive Service employee, they will convert to Excepted Service and be required to sign a memorandum IAW 5 CFR 302.102. Acceptance of the proposed appointment will take the employee out of the competitive service while s/he occupies the position.

MILITARY DRILL WEEKEND SUPPORT:
This position requires schedule flexibility to support military operations. You may be required to work non-standard hours, including supporting military drill weekends (typically one weekend per month). Because this position falls under the DoD Physician Pay Plan, these extended hours are covered by your Market Pay and do not qualify for additional premium or overtime pay.
WORK SCHEDULE: Full-Time, Part-Time, or Job-Sharing
This position may be filled as one Full-Time position (80 hours per bi-weekly pay period) OR by two part-time employees participating in a formal Job-Sharing arrangement (typically scheduled between 16 and 32 hours per week, or 32 to 64 hours per bi-weekly pay period).

JOB-SHARING REQUIREMENTS (If applicable):
If the position is filled via a job-sharing arrangement, selected candidates will be required to sign a formal Job-Sharing Agreement prior to appointment. This agreement will outline:
- Individual work schedules (ranging from 16 to 32 hours per week).
- Required overlap hours (e.g., designated days/times when both job-sharers are on duty) to facilitate critical clinical handoffs, peer reviews, flight physical signoffs, and administrative consistency.
- A strict condition that the combined hours of both job-sharing employees do not exceed agency budget or Full-Time Equivalent (FTE) allocations.
Education
Mandatory Education Requirement:
Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
Licensure:
Applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. (Include legible proof with application.)
Graduate Training:
Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below.
An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems
under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or
other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME)

A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a
recognized body of the American Medical Association (external link), (AMA) or Accreditation Council for Graduate Medical Education (ACGME).
Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (external link), a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.

Must possess at least 4 years of graduate training in the specialty of the position to be filled or equivalent experience and training.

Salary for physician positions is based on a tier scale, determined by the position specialty, grade, and location.
Pursuant to DoD Instruction 1400.25, Volume 543, physicians compensated under the DoD Civilian Physicians, Podiatrists, and Dentists Pay Plan receive market pay as an element of their annual compensation.
