Summary

This is a National Guard Title 5 Excepted Service Position.

This position is a Permanent GP-0602-14 PHYSICIAN (AEROSPACE MEDICINE) (TITLE 5), Position Description Number T6001000 and is part of the MO 139th Airlift Wing. This is a non-bargaining position.

Duties

  • Serves as the locally recognized authority for administration of comprehensive clinical medical and physical assessments, and preventative medical services to assigned ANG personnel.
  • Works independently and exercises sound judgment in accordance with the methods and practice sof the medical profession and established medical/administrative policies affecting the quality and success of key programs essential to ANG readiness.
  • Coordinates with inter-disciplinary teams to gather facts and uses effective analytical and evaluative methods to prepare complex healthcare recommendations.
  • Utilizes a thorough knowledge of military medical organizational structure, policies and procedures to review records/referrals and determine appropriate aeromedical and operational dispositions on line of duty and medical continuation determinations
  • Prepares comprehensive narrative summaries by reviewing all comprehensive medical records/referrals
  • Analyzes and identifies trends in medical assessments through review, comparison, and interpretation against complex medical standards, policies, and laws.
  • Serves as the fulltime ANG medical expert on all aspects of the Aerospace Medicine Program.
  • Applies extensive medical knowledge and complex occupational and environmental health methodologies to protect assigned ANG personal across the entire scope of military related exposures.
  • Evaluates and applies critical clinical knowledge and experience to interpret the findings of ancillary studies to the assessments of assigned ANG personnel.
  • Serves as expert medical advisor to other non-physician providers, nursing, and para-professional staff on the care of patients with urgent, emergent, and non-urgent medical.
  • Provides expert medical advice/guidance for safety investigations and compiles a clinically relevant medical summary and/or relevant medical records for the safety investigation officer.
  • Performs duties in adherence to the compliance of the Privacy, Freedom of Information, and Health Portability and Accountability Acts which govern the release of medical information.
  • Participates in flying missions on non-inference basis, to observe and provide vital medical advice on aeromedical problems.
  • Serves as the delegated authority of the ANG Medical Group Commander.
  • Provides expert medical advice and guidance to bioenvironmental engineering military public health, physiologic training, human performance, flight safety, and others in support of the aerospace community.
  • Participates in local disaster training exercises to maintain preparedness levels.
  • Utilizes extensive medical knowledge to ensure compliance with and preparation for readiness of unit compliance inspections, evaluations, audits, and staff assistance visits including unit effectiveness inspections.
  • Coordinates with local, state, and county medical emergency personnel to execute response in accordance with the medical group's emergency management plan.
  • Represents the ANG Medical Unit at nationwide meetings, conferences, seminars, and workshops to determine the impact of higher headquarters decisions on local programs.
  • Performs other duties as assigned.

  • Failure to complete management prescribed courses for full-time support personnel within the first year of employment or assignment, may be cause for reassignment or termination.
  • Position is subject to the provisions of the DoD Priority Placement Program.
  • This position has a mandatory seasonal influenza vaccination requirement and is subject to seasonal influenza vaccinations.
  • Must be board-certified in a Primary Care Specialty (Aerospace Medicine, Family Practice, Internal Medicine, Obstetrics, Pediatrics, or Emergency Medicine).
  • Board certification in a Primary Care Specialty is desired (Aerospace Medicine, Family Practice, Internal Medicine, or Emergency Medicine).
  • Physicians License required.
  • Must maintain current state licensure, Basic Life Support (BLS), and Advanced Cardiac Life Support (ACLS) or other named specialties.
  • This position is subject to Random Drug Testing.
  • Must possess knowledge of Dodi 6130.03, March 30, 2018 Medical standards for Appointment, Enlistment, or Induction into the Military services.
  • Must be able to obtain and maintain privileging for the DOD/AFMS/ANGMS IAW DHA PM 6025-13 Vol 4 and DAFMAN 44-119.
  • Must maintain credentials requirements at all times (i.e. current and unrestricted state license, BLS, clinical competencies, etc.) IAW DHA PM 6025-13 Vol 4 and DAFMAN 44-119.
  • Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established.
  • Federal employment suitability as determined by a background investigation.
  • Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
  • Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
  • The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.
  • Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Participation in direct deposit is mandatory.

Qualifications

GP-14 SPECIALIZED EXPERIENCE: Must possess at least four years of residency training in the specialty of the position to be filled or possess at least one year of specialized experience equivalent to the GS-13 grade level in the Federal service designing, implementing and evaluating medical activities related to public health programs. Examples of specialized experience would typically include but are not limited to: administering comprehensive medical and physical assessments and preventative medical services; applying professional and clinical medical knowledge, practices, principles, and theories; performing comprehensive medical assessments.

Licensure: Applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Education

Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degreemust have been accredited by the Council on Medical Education of the American Medical Association; Association of AmericanMedical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the AmericanOsteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates, a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.(Copies of Official transcripts MUST be uploaded electronically with application.)

Graduate Training:
Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training.(Copies of proof of successful completion of an accredited graduate training internship, fellowship, or residency program MUST be uploaded electronically with application)
