Summary

Work is for federal facilities in Idaho, Washington, Oregon. No regular work schedule or work guaranteed. Travel and per diem costs to temporary duty stations paid in accordance with federal travel regulations.

We are accepting applications year-round with eligible applicants being placed on a standing register and eligible candidates referred for consideration as vacancies occur with referral at multiple grade levels and locations and type of appointments.

Duties

Major Duties

  • Provide the full range of care by interviewing, examining, diagnosing and treating patients in primary care medicine (Family Medicine, Internal Medicine or Pediatrics).
  • Provide emergency care as required to stabilize patient and arrange for transfer of care to an appropriate facility for the level of care needed.
  • Maintain patient records in the electronic health record system.

Locum (PRN) Physicians who will work in the place of the regular Physicians who are absent, or when a clinic is short-staffed. No regular work schedule or work guaranteed. Travel and per diem costs to temporary duty stations paid in accordance with federal travel regulations. Eligibility for benefits is limited and based on government regulations for temporary and intermittent work schedules.

These positions report to the Chief Medical Officer in the Portland Area Office located in Portland, Oregon. These positions will be located in Portland, OR; however, based on the need of the health centers, incumbent(s) will be assigned to any of the Federal Indian Health Service Units in Idaho, Washington or Oregon

  • This is a designated position covered by Public Law 101-630, requiring contact or control over Indian children. Due to this requirement, the agency must ensure that persons hired for these positions have not been found guilty of or pleaded nolo contendere or guilty to certain crimes.
  • Adherence to the IHS Employee Immunization Policy, SGM 21-04, and the IHS Circular 2016-04 requiring Measles and Rubella, COVID-19, and seasonal influenza immunizations for staff working in Indian Health Service health care facilities OR an exemption request will need to be submitted.
  • The selected individual is required to obtain and maintain medical staff clinical privileges, including any licensure requirements. If privileges are not obtained or maintained during employment, the employee will be subject to adverse actions, up to and including removal from Federal service.

BASIC REQUIREMENT(S):

Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates, a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.

Licensure
For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Graduate Training
Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below.
  • An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME).
  • A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association, (AMA) or Accreditation Council for Graduate Medical Education (ACGME).
  • A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training.

SELECTIVE FACTOR (SF): The SF is determined to be essential to perform the duties and responsibilities of the position. Applicants who do not meet a SF will be ineligible for selection consideration. Applicants who do not meet a selective factor are ineligible for further consideration:
  1. Board Certified (ABMS or NBPAS) in the specialty to which the applicant is applying, or
  2. Residency Diploma/Certificate from an accredited residency program indicating successful completion within the past three (3) years, or
  3. If three or more years from the completion of an accredited residency, the applicant must show that they are actively pursuing Board Certification of the Board in the specialty to which the applicant is applying.

This position has an education requirement. Salary is pro-rated based on the number of hours work. Overtime payments or Compensation time is not paid. Instead, a component of salary is intended to reflect compensation based on recruitment and retention needs for the specialty or assignment of a particular dentist or physician.

An agency may make and extend temporary appointments to positions involving intermittent or seasonal work without regard to the two-year limit requirement provided that: appointments and extensions are made in increments of 1 year or less. Employment in the position totals less than 6 months (1,040 hours), excluding overtime, in a service year.

Per IHS policy (SGM 21-04) IHS selectees to positions located in Federally operated hospitals, health centers, and clinics must be fully vaccinated for COVID-19 before entry on duty or have IHS approve a medical or religious exemption. If an exemption is approved, then wearing a face mask and regular testing for COVID-19 will be required. Your Human Resources Specialist will provide a list of documents acceptable as vaccination proof and instructions on how to submit your vaccination documentation or how to request a medical or religious exemption, if needed.

This position is ineligible for the Bargaining Unit.
