Summary
THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a PLANS AND OPERATIONS SPECIALIST, Position Description Number D0619000 and is part of the CO JFHQ J3, National Guard.
This position is located in the ARNG State Area Command (STARC) Headquarters, Plans, Operat5ions and Military Support Branch of the Plans, Operations and Training Office (POTO).
Duties
The purpose of the position is to serve as a Plans and Operations Specialist, develop plans, coordinate preparations for state active duty and the operational employment of ARNG military resources. Researches a variety of planning problems. Develops, analyzes and updates drug enforcement support operations contingency plans. Develops state reporting procedures regarding Serious Incident Reporting (SIR) Submits initial telephone report to NGB, as required. Develops, analyzes and updates the state Terrorism Counteraction Plan. Analyzes integrated plans for the Adjutant General on the State Defense Force (SDF) to assume state duties of NG following mobilization. Functions as an Operations Officer during training simulations. May act in behalf of supervisor during short periods of absence. Performs other duties as assigned.

- Must hold the grade of E-6 thru O-4.

- For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.

- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
Qualifications
Military Grades: E-6 thru O-4
1. Specialized experience will be used to determine qualifications for the announced position.

Must have at least 36 months of Specialized Experience in each of the following:
Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions.
Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations.
Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures.
Experience preparing written communications and oral presentations.
Education
Substitution of Education for the Specialized Experience - Successful completion
of a full 4-year course of study in any field leading to a bachelor's degree, in an
accredited college or university, meets the GS-5 level requirements.
Completion of courses such as the Officer Advanced Course, Squadron Officer School,
Command and Staff College, Air and Army War College, National Security Management
Course and others of comparable level will be credited at the rate of 1 month of
education for two months of specialized experience.
