The primary purpose of this position, POLICE OFFICER, GS-0083-03 potential GS-0083-04, is to enforce law, maintain law and order, preserve the peace, and protect life and civil rights within the jurisdiction of the military installation.

Duties

-In a developmental capacity, serve as a Department of the Air Force Civilian Police Officer performing duties on a variety of fixed and mobile posts and enforce safety regulations as necessary to enforce Federal laws.
- In a developmental capacity, serve on permanent or rotating shifts at fixed access control points (ACP), or vehicle patrols assigned to a specific area, responsible to ensure security of access to installation, buildings, and areas within the installation, in order to protect critical property.
- In a developmental capacity, assist with investigation of misdemeanor crimes such as recovered property, trespass, illegal dumping, shoplifting, abandoned vehicles, security violations, traffic violations, etc.

This is a TERM position. It is a time limited position, Not-To-Exceed 2 years from Appointment Date. Position may be extended to the maximum period allowed by law without further competition and the potential for extensions beyond 6 years is possible. However, the appointment plus extensions may not exceed a total of 8 years. This position may be converted to a permanent, career or career-conditional appointment without further competition as long as all requirements are met. To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such modified term appointment of at least fully successful or equivalent. NOTE: Current Federal Civilian employees may apply for temporary and term positions and if selected, a break in service may be required prior to appointment to the position.

  • Incumbent must be qualified in the use of required weapons, as the incumbent will be required to use firearms in performing duties.
  • Must wear a uniform and meet applicable dress and appearance standards as identified in current AFI.
  • May be required to work an uncommon tour of duty to include nights, weekends, holidays, overtime, rotating shifts and recall.
  • May be required to wear protective clothing such as coats, boots and vests and/or chemical protective equipment, (e.g. respirator mask).
  • Incumbent must be able to operate all Security Forces Vehicles and installed equipment. An appropriate, valid driver’s license is required for the position.
  • Subject to annual duty position evaluation on a pass/fail standard.
  • Must pass formal law enforcement training school as determined by functional; certificate from a federally recognized Law Enforcement Academy is preferred.
  • Incumbent will be exposed to the day-to-day dangers associated with law enforcement and security duties.
  • Incumbent is required to obtain first responder training/certifications required in CPR techniques, self-aid buddy care, and first aid on the job and maintain annually.

Qualifications

In order to qualify, you must meet the general experience requirements described in the Office of Personnel Management (OPM) Individual Occupational Requirements (IOR) for the GS-0083, Police Series.

ONLY EXPERIENCE OBTAINED BY THE CLOSING DATE OF THIS ANNOUNCEMENT WILL BE CONSIDERED.

GENERAL EXPERIENCE: Applicants must have 6 months of general experience which demonstrates experience in administrative, clerical, technical, or military work that involved protecting property, equipment, data, or materials; or that involved making judgments based on the application of directions, rules, regulations, or laws.

OR EDUCATION: Successfully completed one year of study at an accredited school above the high school level with at least 6 semester hours of study pertinent to police work. NOTE: YOU MUST SUBMIT COPIES OF YOUR UNOFFICIAL TRANSCRIPTS WITH YOUR APPLICATION IF USING EDUCATION AS A SUBSTITUTION OF EXPERIENCE.

OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed qualifying post-high school education and experience may be used to meet total experience requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of police officer procedures and operating methods to perform the full range of police officer activities.
2. Knowledge of special operating requirements, methods, and procedures for enforcing specialized personnel access controls and preventing unauthorized access to areas where stringent security requirements are enforced.
3. Knowledge of the rights of detained individuals and organizational rules regarding the appropriate use of force to be used in the apprehension of persons.
4. Skill in the practices, methods and techniques for functioning as a quick reaction force team member in support of integrated base defense and of the operation of specialized weapons, security systems, and equipment.
5. Skill in the tactics, techniques, and procedures necessary for preparation and response to catastrophic events, enemy attacks, and related threats to installations.

OTHER CONDITIONS OF EMPLOYMENT:
- Selectee may be required to serve a probationary or trial period
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- Must pass an initial pre-employment medical examination, periodic medical examinations, required physical fitness/physical agility tests, meet established hearing standards and discern colors, contrast, and depth. The incumbent must immediately report to his supervisor any significant medical shifts in health status and/or medication requirements.
- Recurring training is required to keep the incumbent knowledgeable on the updated specialized tactics, techniques and procedures necessary for preparation and response to catastrophic events, terrorist attacks and related threats to installations.
- Ability to employ 'infantry/SWAT' small unit tactics involving fire and maneuver, with rapid advancing movement between defensive positions, while wearing protective gear for extended periods of time, (e.g. Employing "Active Shooter" response tactics and techniques as a member of a small team is required).
- This position may fall under the Standard Premium Pay Provisions under Title 5 USC.

This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

LAUTENBERG AMENDMENT: If the duties, activities, or responsibilities of this position require the employee to do one or more of the following: use firearms or ammunition; sell or dispose of firearms or ammunition; receive, possess, ship or transport firearms; or other duties, activities or responsibilities covered by the Gun Control Act (Title 18, U.S.C., § 922), and you have been convicted of a qualifying crime of domestic violence, then you are not eligible for this position. Candidates selected for this position will be required to certify they have not been convicted of a misdemeanor crime of domestic violence prior to assuming the duties of the position. False or fraudulent information provided by candidates is criminally punishable by fine or imprisonment (Title 18, U.S.C., § 1001) and may result in removal from federal service.

PHYSICAL EFFORT: The work requires regular and recurring physical exertion such as long periods of standing, walking, driving, bending, stooping, reaching, crawling, and similar activities. Employees engage in such exertions when responding to alarms, pursuing suspects, or participating in weapons or other kinds of training activities, climbing stairs in office buildings, or walking foot patrols in and around large buildings. The employee will be required to continually stop, bend, crouch and lift objects in the commercial vehicle search pit. The work may require common physical characteristics and abilities in agility and dexterity and the strength to pursue, apprehend, and detain uncooperative suspects. In addition, this position requires the ability to employ "infantry" small unit tactics involving fire and maneuver with rapid advancing movement between defensive positions while wearing protective gear for extended periods of time, as well as the ability to employ "Active Shooter" response tactics as a member of a small team. NOTE: THIS POSITION REQUIRES A PRE-EMPLOYMENT PHYSICAL.

WORK ENVIRONMENT: The work is performed in settings in which there is regular and recurring exposure to moderate discomforts and unpleasantness, such as high levels of noise in industrial settings and from aircraft engines and weapons fire, high temperatures in confined spaces, or adverse weather conditions during extended periods of traffic and patrol duties, The employee may be required to use protective clothing or gear such as masks, gowns, coats, boots, goggles, gloves, or shields. The work also involves moderate risk and discomfort when working outdoors without shelter or operating vehicles for extended periods of time.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
