Duties
Performs the full spectrum of police officer duties within the assigned jurisdictions: Incumbent may full powers of apprehension and detention, which entails carrying a firearm, mirandizing suspects, preserving evidence, and testifying in court as it pertains to enforcing regulations within assigned jurisdiction. The incumbent is required to meet all requirements of Federal, DoD, AF, MAJCOM, State, and local level rules and regulations to maintain trainings and weapons qualifications, as a police officer on a military installation, which may include maintaining Peace Officer Standards and Training (POST) Certification. Patrols the installation on foot or in vehicles; responds to alarms, irregularities, and unusual or suspicious circumstances; and investigates the incidents. Enforces traffic rules and regulations, including those related to speed, reckless and drunken driving. Exercises search and assists local, state, or federal law enforcement with arrest authority, detains witnesses, apprehends suspects, interviews witnesses and other persons involved, and determines whether facts warrant apprehension or lesser action. When dealing with witness/suspects, officers must consider the current social-political climate and find ways to alleviate any tension resulting from events outside the installation which may raise prejudice/distrust of authority figures and increase conflict levels between officers and the people with whom they interact. Officers must also be aware of any witnesses'/suspects' possible gang affiliations and the difficulties/risks associated with them. Appears in court to testify as required in Military Courts Martial or Federal and State Court proceedings. Provides sworn testimony based on the investigative process, evidence gathered, witness' statements in criminal and traffic courts. Upon notification, responds to Intrusion Detection Systems (IDS) and Sensitive Compartmented Information Facility (SCIF) alarms and determines probable cause (actual or false alarm). Protects personnel, material, tactical military assets, and high value assets by executing daily Random Anti-terrorism Measure (RAM) and supplemental anti-terrorism measures during increased force protection conditions. Responds to and investigates emergency calls, complaints, and other calls for service, to include protests, active shooter events, and terrorist attacks. Responsible for Entry Control Point (ECP), Traffic Control Points (TCP), Assures criminal or Antiterrorism/Force Protection (AT/FP) measures are met to protect installation command and assure mission accomplishment. Performs vehicle examinations searching for illegal substances, firearms, and explosive devices. Functions as first line of defense to prevent possible terrorist attacks by vehicle, selling/distributing illegal substances, and maintaining the safety and security of the installation. Reacts to neutralize threats, secure resources, personnel, and property. Investigates accidents, summons rescue squads and firefighters, and redirects onlookers from scene. Performs flight armorer duties, responsible for overseeing the appropriate arming of fellow police officers and MWD units. As armorer responsible for maintaining accountability of weapons and ensuring they are clean, serviceable, and ready for use. The armorer is an integral role ensuring officers are able to defend themselves and others.
Performs emergency response and incident command and control: Acts as the initial on scene commander for significant and catastrophic events (e.g., active shooter, terrorist attacks, and natural disasters) and initiates Air Force Incident Management System (AFIMS). Executes emergency response procedures designed to isolate, contain, and defeat hostile actions and restore normal operations as quickly and efficiently as possible. Establishes initial command and control as others react to neutralize threats, secure resources, personnel, and property. Responsibilities are not limited to investigate accidents, also summons rescue squads and firefighters, and redirects onlookers from scene; also responsible for establishing initial Entry Control Point (ECP), Traffic Control Points (TCP), directing emergency vehicles to safe routes, clearing cordon areas, and evacuating buildings.

- NATIONAL GUARD MEMBERSHIP IS REQUIRED. You must be a current military member of the 143rd Security Forces Squadron within the Rhode Island Air National Guard.
- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation. Incumbent is required to obtain and maintain required security clearance associated with the position.
- Participation in direct deposit is mandatory.
- This position has been identified as a designated position under the Air Force Drug Testing Plan. Incumbent(s) of this position is/are subject to the possibility of a random drug test.
- Incumbent must qualify and remain qualified in the use of required weapons, as the incumbent will be required to use firearms in performing duties.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of domestic violence may not perform the duties of this position.
- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- Must wear approved protective clothing such as body armor/ballistic plates, helmets, personal protective equipment, coats, boots, traffic vests and/or chemical protective equipment, (e.g., respirator mask).
- Incumbent must possess a valid driver’s license and be able to operate all security forces vehicles and installed equipment.
- Incumbent will be exposed to the day-to-day dangers associated with law enforcement and security duties.
- Incumbent is subject to possible civil action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals.
- Incumbent is required to obtain first responder training/certifications in CPR techniques, self-aid buddy care, and first aid on the job and maintain annually.
- Recurring training is required to keep the incumbent knowledgeable on the updated specialized tactics, techniques, and procedures necessary for preparation and response to catastrophic events, terrorist attacks and related threats to installations.
- Ability to employ ‘infantry/SWAT’ small unit tactics, with rapid movement between defensive positions, while wearing protective gear, (e.g., Employing “Active Shooter” response tactics and techniques as a member of a small team is required).
- This is a Mission Essential position performing a Mission Critical Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
- The incumbent must obtain and maintain qualifications and/or certifications as identified by the hiring official of all equipment and tools necessary to safely perform the duties of the position.
Qualifications
ADDITIONAL CONDITIONS OF EMPLOYMENT:
Must obtain and maintain a government travel card. Work may occasionally require travel away from the normal duty station.

COMPATIBILITY REQUIREMENT: For Dual-Status Technician position service affiliation under Title 32 USC 709 is required.Military skill set is determined by AFSC/MOS requirements. Upon selection, individuals must be assigned to a compatible military AFSC/MOS in accordance with statutes and National Guard Bureau regulations and must obtain/maintain all requirements of the AFSC/MOS.
GENERAL EXPERIENCE: Validated understanding of the basic principles and concepts of the occupational series and grade; occupational Series GS-0083 concerns police work that protects nuclear and conventional weapons systems and other critical resources. Incumbent must successfully complete the military security or police training course.
SPECIALIZED EXPERIENCE: Knowledge of practical security force (SF) activities in direct support of the military weapon systems and physical security; law and order; or area security operations. Experiences in law enforcement, maintaining law and order, preserving the peace, and protecting life and civil rights within the jurisdiction of civilian/public areas or military installations. Experiences in protecting federal property from hazards such as sabotage, espionage, trespass, theft, fire, and accident or willful damage and destruction. Experience in responding to disaster and relief operations and participates in contingencies.

Additional information
Indefinite employment is defined as an excepted appointment with indefinite time limitations and is used when the appointment is expected to extend beyond one year. Should the need for the indefinite time limitations placed on this position no longer exist, the indefinite appointment could be converted to permanent action without further competition and you may be required to serve a trial period upon conversion.

- Knowledge of the full range of security forces, and police and law enforcement services which requires considerable training, experience, and proficiency to perform the full range of operations in preventing or resolving offenses.
- Knowledge of an extensive body of standardized, optional, and innovative investigative procedures, techniques, and methods to detect, investigate, and resolve crimes and other incidents that are beyond the scope or requirements for solution on patrol assignments. Employees use this level of knowledge in performing a variety of standard and nonstandard assignments in resolving a wide range of conditions or criminal activities.
- Knowledge of standardized federal laws, regulations, methods, procedures, operating techniques, instructions, state, and local laws to perform tasks including, but not limited to pursuing and apprehending persons fleeing a crime scene or attempting to resist arrest; identifying and arresting violators based on eyewitness accounts; performing dispatcher duties involving passing of directions and information to officers on patrol assignments; seeking, detecting, and protecting evidence and witnesses at the scene of an incident; detaining witnesses and suspects; and making arrests and performing booking procedures.
- Knowledge of Base Defense Operations necessary to, based on current crime trends, evaluate existing crime prevention methods and recommend to the Flight Chief changes to existing programs. Must be knowledgeable in the operation of all automation equipment located on the Police Desk of which include Government/National Crime Information Center (NCIC/GCIC) terminal, Internal Closed-Circuit Television (CCTV) surveillance system and provide guidance of their operation to subordinate desk personnel. Knowledge of report formats, procedures and terminology used for finalizing accurate reports.
- Knowledge of firearms and tactics for employment in emergency situations as well as the safe handling of explosives during training.
- Knowledge of DoD and Federal-level interagency protection operations and responsibilities supporting national-level leaders (POTUS, Sec State, etc.) foreign dignitaries and activities specifically designated by the Department of Homeland Security as National Special Security Events.
- Knowledge of first aid procedures necessary to provide assistance in accident cases or other emergency situations.
- Skill and ability to operate motor vehicles have a gross weight of 7,000 pounds or less, loading capacities of 1 ton or less, and 2- or 4-wheel drive to transport personnel and/or articles. Skill at operating a sedan-type or SUV military police vehicle at "hot pursuit" speeds.
