Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serve as a Power Plant Mechanic A, WB-5352-00 with the U.S. Army Corps of Engineers, Savannah, Operations Division, Hydropower Branch, Russell Power plant Maintenance located in Elberton, GA,

This position is covered by IBEW Local 2550.

Duties

  • Plans routine work to meet assignment deadlines by priority, sequence of operations, and determining equipment, and materials needed to handle probable workload.
  • Performs work individually or as a crew member working from drawings, manuals, regulations, directives, and instruction manuals ensuring quantity, quality and timeliness work in completed in accordance with accepted trade practices and procedures.
  • Maintains records and data in connection with all mechanical maintenance and repair work referring to such records as applicable on subsequent operations.
  • Inspects, tests, adjusts, and performs preventive maintenance and emergency repairs and overhauls on mechanical equipment and systems such as pumps, compressors, fans, gear boxes, valves, hydraulic cylinders, heat exchangers and hoisting equipment.
  • Disassembles and assembles major components of large rotating apparatus such as generators, turbines, gates, etc.
  • Clean/lubricate/replace work parts including various types of fasteners, bearings, couplings, gears, belts, chains, filters, gaskets, and seals. Make adjustments to assure proper clearances; torque bolts, align shafts, and install/tighten packing.
  • Operate various shop equipment such as bench grinders/hydraulic presses/saws/various air or electrical portable tools such as drills/grinders/impact wrenches/solder guns/brazing torches to rework or build new parts for major or auxiliary equipment.
  • Operates overhead and gantry cranes for heavy equipment handling or dismantling main units.
  • Performs rigging required in handling materials and dismantling and rebuilding of equipment such as turbines, generators, and various auxiliaries
  • Performs electric and oxyacetylene welding on pipe structural steel, sheet metal, and hydraulic turbine runners.
  • Installs new equipment and associated piping and controls for modernization and makes major modifications of old equipment
  • Observes safety requirements associated with moving equipment; compressed air, gas, and liquids; electric shock; flying particles; dust, dirt, and fumes; working in high places, and working in close quarters.
  • Operates the generators from the control room manually, including starting units, synchronizing, and loading, during abnormal conditions.
  • Adheres to rules and regulations of the District Safety Program covering on-the-job conduct, good housekeeping, care of equipment, fire prevention and various other safety precautions.

  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This position is a Testing Designated Position under the U. S. Army Drug-Free Federal Workplace Civilian Drug Testing Program.
  • The duties of this position require the incumbent to pass pre-employment and regular physical screenings to determine fitness for duty.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) POWER PLANT MECHANIC A without more than normal supervision. This will involve performance at least of common maintenance and repair duties which will entail preventive maintenance and repairs on mechanical equipment (generators, hydraulic/digital governors, turbines, pumps, air compressors, cranes, bearings, piping systems, HVAC equipment) at multi-purpose hydroelectric generating plants. This element - Failure to meet this Screen Out Element will result in an ineligible rating.
  • PHYSICAL EFFORTS- The incumbent frequently handles objects weighing 20 kilograms (45 pounds) and lifting and operating heavy and awkward hand tools. Many tasks require significant brute force. The incumbent is required to push, pull, reach, walk, stand, crawl, kneel, bend, and work in cramped positions over and under machinery of all types for sustained periods of time.
  • WORKING CONDITIONS- Work is primarily inside; however, occasionally works outside in dirty, confined areas. Subject to electrical shock, cuts, bruises, burns, etc. Dirt, grease and dampness are frequently encountered, and incumbent will be exposed to constant noise from continuous operating machinery. Occasionally incumbent climbs and works from ladders and scaffolds.
