Conditions of Employment Continued
This position is emergency essential (E-E). The incumbent must meet all requirements of E-E positions and may be required, as a condition of employment, to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. During a crisis, the incumbent or designated alternate must continue to perform the E-E duties until relieved by proper authority. The same will be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent or designated alternate to be removed from any military recall status.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5300 Industrial Equipment Maintenance Group.. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
The screen out element for this position is ability to do the work of a POWERED SUPPORT SYSTEMS MECHANIC without more than normal supervision
JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of principles and operational fundamentals of electricity (AC/DC), solid state circuitry, hydraulic, pneumatic, power generation, nitrogen production, fuel, and lubrication systems pertaining to powered and nonpowered AGE.
2. Knowledge of the theory and operation of internal combustion diesel, gasoline and gas turbine engines associated with powered AGE support systems.
3. Knowledge of industrial safety regulations, practices and procedures; Foreign Object Damage (FOD) program elements; flight line operations and equipment towing/staging on airfield ramp to support aircraft maintenance and sortie generation; operating procedures related to general and special purpose vehicle use; environmental standards and requirements; and regulations, procedures, and policies related to records maintenance and documentation.
4. Knowledge of technical practices and mechanical skill associated with the operation, repair and maintenance of Aerospace Ground Equipment; engine, hydraulic, pneumatic, electrical, refrigeration, heating, liquid/gaseous oxygen and nitrogen and mechanical systems. Ability to provide AGE operator training to other aircraft maintenance complex personnel.
5. Skill in reading, interpreting, analyzing wiring diagrams, schematic drawings, technical orders, technical publications, and similar mechanical and electrical reference material to determine the root cause of equipment malfunctions in complex troubleshooting scenarios.
6. Ability to use and maintain hand and power tools, measuring and test instruments, and related shop equipment needed to operate, service, troubleshoot, repair and test powered and non-powered Aerospace Ground Equipment and their internal systems while adhering to regulations, directives and polices governing Air Force maintenance
WG-8/10: PHYSICAL EFFORT: Performs work that involves frequent bending, reaching, pushing, pulling, crouching, standing, and arm movement. Sometimes must work in awkward positions or cramped areas. Must frequently lift and carry items weighing up to about 40 pounds and lift heavier items using jacks, hoists, or helpers.
WG-8/10: WORKING CONDITIONS: May work inside or outside. Inside work involves frequent exposure to drafts, changing temperature, and loud noise. Outside work may involve exposure to bad weather, strong winds, rain or snow, or wet or icy conditions. Work conducted on the airfield may involve loud noises from equipment/aircraft and movement of vehicles/aircraft during day and nighttime operations. Work may be performed in elevated conditions on elevated surfaces. Both inside and outside, frequently exposed to irritation or discomfort from dust, heat, fumes, and hard damp floors or surfaces. Works on components and systems which are dirty and greasy, and which may be dangerous to operate or repair because of defects. Incumbent is frequently exposed to the possibility of receiving cuts, burns, bruises, strains, and electrical shock while repairing, positioning, adjusting, and moving equipment and is exposed to the possibility of receiving burns and skin irritations from acids, fluids, and lubricants. To reduce the dangers and irritations from the above conditions, the incumbent must follow numerous safety procedures and wear Personal Protective Equipment (PPE) such as protective eyeglasses/face shields, hearing protection devices, fall restraint harnesses and equipment, hard hats, safety/reinforced-toed shoes, respirators, gloves, and clothing. Some of these safety items may be uncomfortable to wear or use, and may be worn or used for long periods.
WG-05: Physical Effort
The work requires moderate to strenuous effort. Work requires standing, stooping. stretching. Bending, kneeling,
and working in tiring, cramped positions. Frequently handles items weighing up to 10 pounds, and often lift and
carry assemblies weighing up to 25 pounds. Hoists, hand trucks, lifts, and other employees are available to assist
when handling heavy or awkward items. May be required to climb steps ladders and stand on slippery or inclined
surfaces.
WG-05: Working Conditions
Exposed to oil, grease, fuel. battery acid, cleaning solvents, slippery walking surfaces, hazard of electrical shock,
high-pressure air and engine noise. Required to wear personal protective equipment (PPE) such as goggles, ear
protections, face masks, safety toe shoes, respirator. etc., which are sometimes heavy and uncomfortable.
Occasionally. subject to possible bums, cuts, electrical shocks, and respiratory ailments.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
