Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a powered Support Systems Mechanic, Position Description Number D0214000 and is part of the 158th Civil Engineer Squadron of the Vermont Air National Guard.

This position is located in the Base Civil Engineering Branch.

Area I: All current On-board Permanent and Indefinite Dual Status 32 and Title 5 within the VTNG. Area II: All Members of the Vermont Air National Guard.

Duties

The purpose of the position is to serve as small shop chief over a shop responsible for the maintenance of aircraft arresting barriers, electrical power generation and distribution equipment and uninterruptible power systems.

(1) Serves as shop chief exercising first level supervisory responsibility for control over work operations involving one or two subordinate AGR/technicians and three to five drill status guardsmen (DSG).The occupation and grade level which best reflect the nature of the overall
work operation supervised is Powered Support Systems Mechanic WG-5378-10. Plans work schedules and sequence of operations for subordinates. Establishes shop deadlines and priorities on the basis of work schedules, methods, procedures, and priorities established by higher levels of supervision. Selects workers and assigns tasks to be performed. Explains work requirements, methods and procedures: instructs subordinates in new procedures; and provides advice when problems arise. Schedules and approves leave of subordinates. Recommends performance requirements and makes formal and informal performance appraisals. Counsels employees on problems; adjusts informal complaints through discussion with employees. Assures safety and security procedures are observed.

(2) Schedules and conducts on-the-job training and production work to be accomplished by DSG. Determines training aids and other reference data needed for training on drill weekends, and, as necessary, supplements or modifies existing guidance and training materials in order to meet training objectives. Evaluates effectiveness of training by observation and written oral examinations. Tailors production work assignments to be accomplished by drill status guardsmen based on their level of proficiency which normally ranges from apprentice to journeyman level. Maintains required training
records. Adjusts work plans, assignments and methods as necessary to accomplish the work as effectively and economically as feasible.

(3) Installs, operates, maintains, repairs, and inspects aircraft arresting barriers, electrical power production plants and equipment, and uninterruptible power systems.

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is a Title 32 excepted service position that requires membership in a compatible military assignment in the Vermont Air National Guard. Area I: All current On-board Permanent and Indefinite Dual Status 32 and Title 5 (Competitive and Excepted) Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Vermont National Guard members who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed.
Area II: All Members of the Vermont Air National Guard.

Military grade/Rank: Individually addressed up to MSgt/E7

Minimum Requirements: Experience or training which demonstrates the knowledge of mechanical maintenance work; ability to read and use technical manuals, illustrations, diagrams and schematics, and skill in the use of equipment and hand tools used in troubleshooting, testing, and repairing equipment.

Specialized Experience: 36 months Experience or training removing, adjusting, replacing, cleaning, and installing parts, components, and accessories. Experience which provided working knowledge of mechanical, electrical, and hydraulic theory applying to powered support equipment and systems; and skill to replace, fit, install, and make adjustments. Experience which provided working knowledge of the makeup and operation of the various individual systems maintained and their interrelationships. Experience reading and interpreting parts lists, manufactures' repair manuals, diagrams, and electrical schematics.

Length of time is not of itself qualifying. Candidates' experience should be evaluated based on duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience and/or training must show possession of the knowledge, skills and abilities needed to fully perform the duties of the position.

Your qualifications will be evaluated on the following knowledge, skills, abilities and other characteristics:

-knowledge of mechanical and electrical power support systems

-knowledge of the mechanical and electrical makeup and operation of powered support systems including their major mechanical, electrical, hydraulic, and pneumatic components.

-knowledge of the principles of electricity, including generation, conversion, transformation, distribution, and utilization; kind, capacity, and purpose of high and low voltage circuits, circuit breakers, switches, fuses, regulators, relays, instruments, and meters associated with electric generation and distribution; interpretation of instrument and meter readings; wiring diagrams, schematic drawings, blueprints, and technical orders and techniques of operating and maintaining internal combustion engines, generators, uninterruptible power systems, and aircraft arresting barriers.

-skill in troubleshooting and repairing diesel, gasoline and/or multi-fuel engines: gearing and governing components for controlling, changing, or transferring speed and power; hydraulic and pneumatic systems and controls and combustion powered generators.

-ability to completely disassemble, reassemble, overhaul, and adjust to specifications the systems worked on.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

-This position is subject to the Lautenberg amendment to the gun control act of 1968 which makes it a felony for anyone who has been convicted of a misdemeanor crime of domestic violence to ship, transport, possess, or receive firearms or ammunition. Civilian personnel of the Department of the Defense are not exempt from this provision. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
