Duties
As a PRIMARY PREVENTION SPECIALIST (PREV WF), GS-0101-12 you will:
This position is located at the Joint Force Headquarters-State (S/T/DC) reporting to the Integrated Primary Prevention Officer. Primary purpose of this position is to directly support the development and execution of policies, programs, and procedures for implementing integrated primary prevention activities relating to self-directed harm (i.e., self-cutting, drug and alcohol abuse, thoughts of suicide, self-directed abusive thoughts, suicide attempts and suicides), and interpersonal violence (i.e., sexual assault, workplace harassment, and domestic violence), averting harm or abuse before it occurs.

- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.

Qualifications
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Bachelor's degree in behavioral or social science; or related disciplines appropriate to the position NOTE: You must submit a copy of your transcripts.
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field NOTE: You must submit a copy of your transcripts.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade level. Experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions.
Knowledge, Skill, and Abilities (KSAs):
- Knowledge of Primary Prevention efforts relating to self-directed and interpersonal harm.
- Knowledge of social-ecological systems theory.
- Knowledge and experience in the organization, management, and administration of programs and services to participate in self-directed and interpersonal harm prevention program planning.
- Skill in development and maintenance of public understanding and sound working relationships with State, local, and community agencies.
- Skill in applying professional community organization abilities related to the formulation of needs assessments, development of self-directed and interpersonal harm prevention programs, and the marketing of programs.
- Knowledge of complex helping systems and professional organizations, how they positively or negatively affect individual and family welfare, and the multiple ways these systems and organizations operate to deliver services.
- Skill in oral and written communication to include report writing and maintaining proper records to document services provided.
- Knowledge of and skill in planning, conducting and evaluating self-directed and interpersonal harm prevention training programs.
- Knowledge of laws, regulations, executive orders, issues, etc., relating to the primary prevention of self-directed and interpersonal harm (I.e., self-cutting, drug and alcohol abuse, thoughts of suicide, self-directed and interpersonal abusive thoughts, suicide attempts and suicides) and the development of healthy behaviors, averting harm or abuse before it occurs.
- Skill to plan and adequately support the needs of National Guard members by determining what the future needs of the Service Member are through the interpretation and analysis of studies, and trends.
- Knowledge of policies and requirements for the development and analysis of the self-directed and interpersonal harm prevention efforts in order to integrate effective prevention measures.
- Knowledge of automated data systems to maintain information.
- Knowledge of analytical techniques to identify, analyze and/or recommend solutions to problems encountered and to develop Statistical data and narrative reports.

EVALUATION METHODS: Each applicant considered to possess the minimum qualification requirements will be further evaluated in accordance with the procedures outlined in SDNG Technician Pamphlet 335-T and subsequent MOAs.
BASIS FOR RATING: Qualified candidates will be assigned to one of three quality categories: "Best- Qualified", "Well-Qualified", "Qualified".
- "Best-Qualified" Level. Candidate possesses the qualifications that substantially exceed the basic requirements of the position and would allow the candidate to perform effectively in the position almost immediately or with a minimum of training and/or orientation.
- "Well-Qualified" Level. Candidate possesses the qualifications that exceed the basic requirements of the position and would allow the candidate to perform effectively in the position within a reasonable period of time (3-6 months).
- "Qualified" Level. Candidate possesses the qualifications that meet the basic requirements of the position.
