Summary

You will serve as the Principal Scientist for Maritime Synthetic Aperture Radar, a Senior Scientific Technical Manager (SSTM) position, located in the Radar Division at the U.S. Naval Research Laboratory located in Washington DC.

Duties

  • You will plan and oversee maritime Synthetic Aperture Radar (SAR) research and development work through a combination of science and technology leadership, business management, and cooperative engagement.
  • You will serve as the technical lead in identifying and developing new research directions in maritime SAR of importance to the Navy, DoW and other government and international partners.
  • You will maximize the value of spaceborne GEOINT systems through imaging theory, system engineering design, and signal processing techniques with a special focus on the dynamic maritime environment where the technical challenge is greatest.
  • You will develop cross-organizational teams to address the research problems, and identify and secure funding from sponsors for this research.
  • You will conduct and lead innovative research advancing SAR strategies and techniques to leverage existing government and commercial systems critical to future naval power having national/international impact.

  • This position is considered Key/Mission-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications:


TQ 1. Demonstrated competence in understanding, planning, and conducting independent research and leading multi-disciplinary, multi-organizational research on synthetic aperture radar (SAR) remote sensing technologies, including low level data processing and extraction of nonliteral features relevant to the maritime domain.

TQ 2. Demonstrated ability to develop, plan, guide, execute, and maintain multi-disciplinary research programs having national and international impact, including coordinating across US government agencies, research laboratories, academia, and international partners, and to acquire, on an ongoing basis, funding for these programs.

TQ 3. Ability to provide subject matter expertise as a senior advisor on maritime target detection and characterization, automated image feature extraction, data integrity, and bistatic SAR processing to the Navy, DoW, other government agencies, and international partners.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

For 0801 Professional Engineering Series:
A. Degree: Engineering. Successful completion of a bachelor's or higher engineering degree from an accredited college or university. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
(I) Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; or
(II) Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or
(III) Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A; or
(IV) Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)

For 1301 General Physical Science Series:
A degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics;
or
Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

For 1515 Operations Research Series:
A degree in operations research;
or
At least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

For 1520 Mathematics Series:
A degree in mathematics; or the equivalent of a major that included at least 24 semester hours in mathematics
or
A combination of education and experience -- courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown in A above, plus appropriate experience or additional education;

For 1550 Computer Science Series:
A degree in computer science
or
A bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

An advanced degree of Master's or Ph.D. in one of the educational fields listed above is highly desirable.

Additional information

Senior Scientific Technical Manager (SSTM) positions are positions which exceed the NP-04 (GS-15 equivalent). SSTMs provide a continuity of technical leadership and oversight that is needed to ensure long term stewardship of an organization's technical capabilities. Typically, applicants for SSTM positions are expected to have a graduate degree, significant research or development experience, and a national or international reputation in his/her field and are recognized throughout the applicable community as a renowned expert. SSTM positions are in the competitive service.
