The applicant is to provide a separate narrative statement which describes fully, but concisely, how his/her experience supports each of the following Mandatory Technical Qualifications. Each technical qualification narrative should not exceed 2 pages
. Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration:
1. Knowledge of engineering and science theories and practices as they relate to Undersea Warfare (USW), Undersea Weapons, and Undersea Warfare Systems across science and technology, acquisition, construction and in-service engineering life cycles.
2. Demonstrated depth of knowledge, experience, and leadership in the practices of systems engineering, project management, and production execution to provide operationally relevant undersea weapons, targets, and naval systems and solutions to the Fleet.
3. Demonstrated ability to develop and lead diverse Science and Technology (S&T), and Research, Development, Test and Evaluation (RDT&E) technical efforts for advanced capabilities in undersea weapons, countermeasures, and sonar systems.
4. Knowledge of business strategies, processes, and systems associated with running a large, complex R&D organization within the Navy Working Capital Fund construct and the ability to plan and direct technical and business functions.
5. Ability to develop organizational strategic planning documentation and investment roadmaps, based on the knowledge and assessment of the impacts of current Navy and Department of Defense (DoD) strategic guidance on NUWC Keyport's mission and technical capabilities.
6. Demonstrated ability to coordinate and lead diverse teams and build partnerships across the Naval Research & Development Enterprise (Navy SYSCOMS, Warfare Centers, Office of Naval Research (ONR), Naval Research Laboratory (NRL)), naval shipyards, the Fleet, industry, and academia.
