Summary

This position is located in the Office of the Under Secretary of Defense for Acquisition & Sustainment, Office of Assistant Secretary Defense for Industrial Base Policy, Office of Small Business Programs. The incumbent will serve as a Procurement Analyst (Small Business Technical Advisor) in the Office of Small Business Programs Policy and Legislative Affairs Team responsible for providing DoD policy guidance for small business socioeconomic programs.

Incumbents typical work assignments may include the following:

  • Provides advice and guidance on cross-cutting procurement regulations or policy development and advises senior management officials on such matters as they relate to the work of the organization.
  • Ensures compliance with FAR, DFAR, and CFR guidance related to small business goals and programs.
  • Analyze the implementation and effectiveness of organization wide procurement policies, standards and procedures to ensure current and future compliance with all applicable provisions of acquisition regulations, statutes, or policy memoranda.
  • Identifies and advises customers and procurement staff of possible vendor sources to provide enhanced levels of small business participation in the program.
  • Participates in forums involving intra- and inter-agency and private industry participation for the purposes of policy development and coordination of relationships and activities of the DoD with other Federal agencies state and local governments, Defense prime contractors, small and socioeconomic businesses, and educational institutions.
  • Interprets and applies relevant laws, regulations, policies, standards, or procedures to specific contracting issues.
  • Serves as the Action Officer responsible for researching, developing, preparing and publishing all contracting policies and procedures.
  • Resolves complex problems not directly addressed by existing regulations or which require a decision by a higher authority.

Basic requirements established by the Department of Defense for the 1102 series position.
A. I possess a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees and; at least 24 semester hours in any combination of the following fields; accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or origination and management. (This requirement can be obtained within the bachelor's degree or in addition to the degree).
B. I am a current civilian employee in DoD, who occupied a GS-1102 position or contracting position with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000. SF-50s must be provided to show applicant is a current 1102 and has been in this series since October 1, 2000 if using this exception.
C. I am a current civilian employee in DoD, who served as a military member in a similar occupational specialty to the GS-1102 on or before September 30, 2000.

In addition to the Basic Requirement, you must meet the following:

You may qualify at the NH-03 (GS-12/13) level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-11 grade level in the Federal service (experience may have been gained in the private sector that demonstrates your ability to:
  1. Analyzes difficult contracting issues and determines alternative courses of action such as modifying standard contracting procedures and terms, specialized requirements, or those that require significant departures from previous approaches.
  2. Advises the small and disadvantaged business community of business opportunities, and reviews procurement applications utilizing small and disadvantaged business procurement requirements to meet program objectives.
  3. Applies procurement processes, rules, and regulations in the review of proposed contractual actions for conformance with regulatory requirements and procurement practices.
  4. Utilizing knowledge of procurement statutes, executive orders, policies and regulations to develop operating procedures, implement procurement policy issuances, interpret procurement regulations and policies, and identify and analyze procurement issues and their impact on local procedures.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
