Duties
DUTY 1: Provides expert guidance in the formulation of the Performance Work Statement and associated data requirements.
DUTY 2: Participates in government/contract discussions.
DUTY 3: Prepares briefs, provides advice, and makes recommendations to senior staff officials, senior technical management personnel and program/project managers concerning the acquisition process by means of the formal Acquisition Request (AR) and by providing updates on changes affecting procurement status, executive orders, policies, and regulations.
DUTY 4: Forms general guidance, develops organizational procurement policy as well as administrative procedures pertaining to the acquisition or complex research and development, operations and maintenance and mission equipment.

Qualifications
In order to qualify, you must meet the basic requirements defined in 10 United States Code (USC).This standard implements requirements contained in Title 10, United States Code, Sections 1723 through 1733, as amended by Section 861(b) of the National Defense Authorization Act for Fiscal Year 2020 (Public Law 116-92) and implemented on a policy exception basis by Under Secretary of Defense for Acquisition and Sustainment memorandum, Exception to 24 Semester Hours Requirement for Contracting Positions, effective and dated August 2, 2020, which removed the statutory requirement for contracting professionals to complete at least 24 semester credit hours (SH) (or equivalent) of study from an accredited institution of higher education.
This is a GG-12 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Must be conversant with acquisition policies of other Air Force commands, military services, and other government Agencies, with knowledge of procurement statutes, executive orders, policies, and regulations to write operating procedures implementing policy, to interpret procurement regulations and policy for the Center and to identify and analyze procurement issues and assess the impact on the Center and servicing agencies procedures.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Conversant on a wide range of Federal contracting laws, executive orders and federal and agency regulations sufficient to perform price and cost analysis. Knowledge of private industry business practices and market conditions applicable to price and cost analysis for complex procurements.
2. Knowledge of a broad range of price and cost analysis techniques, methods, and regulatory and statutory requirements, to enable analysis of a wide range of contractual pricing arrangements and incentives related to services in the pre and post award process.
3. Knowledge of instructional methods and techniques and ability to train and instruct others on acquisition processes, laws, regulations, and policies. Ability to evaluate audit reports, regulations, and other relevant material as a basis for developing organizational guides or procedures.
4. Knowledge of a wide range of qualitative and/or quantitative techniques for gathering, analyzing, measuring data and interpreting policies and regulations. Ability to prepare briefs and reports with findings, courses of action and recommendations, as well as maintain templates and training tools. Ability to evaluate the effectiveness and efficiency of proposed and/or implemented recommendations and policies.
5. Skillful in oral communications sufficient to present sensitive recommendations to higher authorities; to obtain compliance with policies from subordinate activities; to represent the department or agency on task forces. Skillful in written communication, sufficient to develop and publish departmental regulations. develop training curricula, and other pertinent organizational material.
6. Ability to develop and implement comprehensive action plans to solve problems; to apply regulatory and statutory precedents found in governmental contracting case law to specific contracting situations to ensure that legally binding contracting officer solutions are consistent, justifiable and will be upheld by appellate courts or boards; to properly apply funding rules associated with the obligation of multiple types of appropriations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
