Duties

  • Serves as the Government Purchase Card (GPC) Program Agency/Organization Program Coordinator (A/OPC) for the Europe District.
  • Perform compliance reviews and internal surveillance of pre-award and post-award acquisition packages for high-dollar, complex construction projects, environmental services, and Architect-Engineering (A-E) contracts to ensure regulatory compliance.
  • Develop, draft, and publish local procurement policies, standard operating procedures, and clear regulatory guidance to ensure the contracting workforce remains compliant with federal and defense policies.
  • Conduct detailed analyses of procurement trends, and workforce performance, identifying systemic problem areas and formulating targeted corrective actions or training.
  • Provide expert advisory services, written decisions, and policy interpretations to contracting officers, district leadership, and external stakeholders regarding complex contract actions.
  • Serves as a technical point of contact for District procurement and reporting systems, enforcing data integrity and compliance standards, and performing comprehensive metrics analysis to drive strategic oversight and business intelligence.
  • Serve as the Government Purchase Card (GPC) Program Coordinator with management, administrative, and compliance oversight authority for the District's GPC Program.

  • A background investigation and credit check are required.
  • Temporary Duty (TDY) or business travel may be required 10% or more of the time.
  • This position requires the incumbent to obtain and maintain a Secret Security Clearance Level as a condition of employment.
  • This is a Defense Acquisition Workforce (AWF) position. The employee must meet the DoDI 5000.66 requirements applicable to the Career Category /Functional Area and the Career Level Certification assigned on the sequenced position.
  • Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

This announcement uses the DHA for Certain Personnel of the DoD Workforce direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service.

USACE Europe District's Contracting Division Business Oversight Branch (BOB) is recruiting for a GS-12 Procurement Analyst. In this role, you will perform the business oversight, quality assurance, and compliance functions for the District's highly complex acquisition portfolio. This portfolio predominantly supports major, high-dollar construction programs, environmental initiatives, and complex Architect-Engineering (A-E) services across Europe and Africa. Additionally, you will serve as the Government Purchase Card (GPC) Program Coordinator with management, administrative, and compliance oversight authority for the District's GPC Program

Basic Requirements

Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience, which includes:(1) Performing quality assurance reviews, compliance audits, or internal oversight on complex federal acquisitions, specifically including construction, environmental, or Architect-Engineering (A-E) services; (2) Formulating, drafting, and explaining procurement policies or operational guidance to a contracting workforce; (3) Advising on government purchase card operations; AND (4) Experience with managing a GPC program is preferred.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

- Direct deposit of pay is required.

- U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.

- Locality pay does not apply in the overseas area.

- If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.

- If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.

- Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.

- Medical and dental care may be provided by host nation providers. The availability and level of care at host nation medical and dental facilities will vary by location.

- Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.

- Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.

- For positions in a foreign country, that country's laws or international agreements may have a direct impact on the ability of an employee's same-sex spouse to accompany the employee and receive certain benefits.
