Duties
DUTY 1:
Performs career broadening assignments involving reviewing, interpreting, initiating and developing procurement policies and procedures. Represents HQ AFMC/PK in facilitating the work of a group or team for designated efforts.
DUTY 2:
Performs career broadening assignments involved in researching procurement, contracting and acquisition issues to determine problem areas and develop viable solutions for improvements.
DUTY 3:
As a career broadener, acts as the source organizational consultant and representative.
DUTY 4:
Performs career broadening assignments involving process improvement initiatives for improved contract administration, negotiations, pre-award, and post-award functions, including projects with a digital emphasis.

- Must be able to obtain and maintain a Secret security clearance.

- PCS cost will be paid IAW Career Broadening Policy under this agreement.
- Career Broadening positions are managed by AFPC/DPZ and are centrally funded.
- Positions are established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of a high-potential, mid-level manager.
- Career Broadening also provides training and developmental opportunities at various organizational levels.
- These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment
- TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition
- May be required to travel by military or commercial aircraft in the performance of TDY assignments.
- Employee may be required to work other than normal work hours.
- This position is covered by the agency’s Contracting career field and is considered an official Procurement Position IAW the procurement integrity provisions contained in Section 27 of the Office of Federal Procurement Policy Act (41 US Code 423).
- The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
- Disclosure of Political Appointments
- In accordance with the Ethics in Government Act, 1978, the incumbent is required to file an Annual OGE Form 450, Confidential Financial Disclosure Report, upon appointment and annually thereafter.
- An Unlimited DAF Contracting Warrant is required as specified and applicable to the duties of the position.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions.
BASIC REQUIREMENTS FOR GS-13 AND ABOVE:
A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4 years' experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Expert knowledge of a wide range of procurement and contracting principles, policies, procedures, and regulatory requirements, methods, contract types, procurement law, statutory mandates, Executive orders, and federal and agency regulations.
- Knowledge of business practices and market conditions applicable to government contracting, including the latest acquisition reform initiatives.
- Knowledge of contractual instruments, contracting operations, and detailed procedures of contracting requirements sufficient to develop sound strategies and provide effective policy guidance.
- Skill in oral communications necessary to inform the workforce of policy changes, to make presentations to management of a complex nature and to lead and serve effectively on process teams.
- Skill in written communications to allow effective articulation of assigned tasks and publication of new acquisition policies and material.
- Ability to provide effective leadership through application of sound business acumen to resolve acquisition problems resulting in acceptable solutions.

This job does not have an education qualification requirement.
Additional information
PCS restrictions: An employee selected to make a PCS to a Career Broadening assignment is restricted from making a second PCS for 12 months.
