Summary

About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the USCYBERCOM - J9 - Fort Meade, Maryland. .

Duties

  • Plans, organizes, and manages the integration of the goals and objectives of the USCYBERCOM and sub-components Small Business (SB) Programs, to optimize Command opportunities in achieving mandated SB acquisition targets.
  • In collaboration with the Command Acquisition Executive (CAE) and the Command’s senior leadership, develops goals/objectives that integrate the Command’s SB Programs with the overall operational and acquisition plans.
  • Provides authoritative advice, guidance, and direction on a wide range of SB and administrative issues to inform and support high-level program planning.
  • Leads plans, organizes, and directs the activities of USCYBERCOM SB Programs, ensuring all such efforts comply with legal and regulatory requirements and meet customer needs.
  • Exercises delegated authority to resolve disagreements between the Command and external authorities and subordinate unit contracting offices.
  • Serves as the Command’s focal point for analysis of developments in public law, new business trends, policy changes, and the effectiveness of the Command’s SB Programs in achieving compliance and meeting stated performance objectives.
  • Develops enterprise-level programs, policies, and related instructions that ensure an equitable opportunity for SB concerns to participate in U.S. Government (USG) contracts.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • May be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
  • Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft.
  • Must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
  • This is a Drug Testing Designated Position. Must pass an initial and periodic urinalysis screening for illegal drug use.
  • Must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
  • Required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • Must possess a bachelor's degree conferred or approved by an accredited U.S. college or university based on a 4- year course of study AND must have completed at least 24 semester hours of coursework in certain business-related fields.
  • must meet the Defense Acquisition Workforce Improvement Act (DAWIA) certification level (Contracting Career field, Professional) requirements applicable to the duties of this position.
  • Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66.
  • This is a Defense Acquisition Workforce (AWF) position. The employee must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification.
  • Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
  • Practitioner Career Level Certification must be met within 5 years.
  • Advanced Career Level Certification must be met within 4 years.

Basic Requirement:

Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. Must have completed at least 24 semester hours of coursework in certain business-related fields. Must attach transcripts

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

To qualify based on your experience, your resume must describe One-year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by includes 1) Analyzing all phases of enterprise-level acquisition program such as contract awards and contract closeout, including identifying and mitigating risk. 2) conducting thorough market research to identify potential small business partners that can meet specific technical requirements; 3) developing project plans that outline objectives, timelines, resources needed, and deliverables; 4) advocating and negotiating when developing policies concerning small business programs.
