THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for a PROCUREMENT COORDINATOR (SYSTEMS/GPC) TITLE 32, Position Description Number D2628000 and is part of the IL USPFO, National Guard.

Duties

As a PROCUREMENT COORDINATOR (SYSTEMS/GPC) TITLE 32,GS-1101-9/11, you will serve as the Government Purchase Card (GPC) Program Coordinator and Procurement Systems Analyst.

Major Duties - This is NOT an all-inclusive list:

  • Provide procurement business systems customer support.
  • Communicate/assist customers, contracting and acquisition personnel, and others with announcements, routine troubleshooting issues/ questions with procurement business systems.
  • Assist in identifying training needs for procurement business systems, training gaps within supported organization(s), and leverages existing materials.
  • Assist with preparation of complex/custom reports and briefings.
  • Conduct training and monitor GPC use.
  • Provide technical direction and general procurement procedures regarding GPC regulations and policy on the use and expenditures of public funds under the GPC program.
  • Identify unfavorable trends based on analysis of the GPC Program.
  • Implement approved corrective and preventive measures to improve performance and accountability.
  • Evaluate A/BOs and CHs performance during surveillance reviews, and directs remedial training.
  • Initiate account suspensions, removal from program, and recommends disciplinary actions to chain of command based on findings from reviews.
  • Review/Audit GPC documentation to ensure compliance with policies and procedures using various methods to include data mining capabilities and systems.
  • Track completion of all mandatory GPC training requirements and maintains training records.
  • Process and interpret automated scheduled/unscheduled reports for data integrity, corrective actions, metric improvements or management taskers.
  • Obtain contract data from the system for statistical reporting purposes and for data calls.
  • Ensure compliance with NGB e-Business Standard Operating Procedures.

  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • In accordance with the Ethics in Government Act, 1978, incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • Must obtain and maintain secret security clearance.
  • Participation in direct deposit is mandatory.

Qualifications

AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence:

  • The area of consideration for this position will be all excepted permanent technicians within the ARNG


SPECIALIZED EXPERIENCE: GS-11 Level MUST - possess specialized experience which includes at least 12 months experience equivalent to GS-09 level in work that is typically in or related to the work of the position to be filled, such as managerial experience in a type of work or a combination of functions directly related to the business or industry position to be filled or in comparable work or functions; experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations; experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures; experience preparing written communications and oral presentations. GS-09 Level MUST - possess specialized experience which includes at least 12 months experience equivalent to GS-07 level in work that is typically in or related to the work of the position to be filled, such as, furnishing technical information, assistance, and advice concerning facilities, machinery, methods, materials, and standards for production; experience developing and/or administering provisions or regulations covering such matters as materials allocation; experience coordinating with civilian companies the results of on-site reviews and findings, recommending resolution to contract deficiencies, may include audit, financial analysis, and recertification.
