Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a PRODUCTION CONTROLLER (CONSTRUCTION) (TITLE 32), Position Description Number D2142000 and is part of the NC ANG, National Guard (ANG-145th CES / Position Number: 110203434).

Clarification from the agency

The area of consideration for this position is CAT 1 (Areas 1-4) (Air). Duties

As a PRODUCTION CONTROLLER (CONSTRUCTION), GS-1152-09, you will conduct reviews of work processes, workflow, and space utilization, and determines improvements that are appropriate; coordinate with the installation's Real Property Office for all work requiring capitalization, interprets and applies directives to include: Occupational Safety and Health Association, National Electric Code, hazardous waste, environmental, National Fire Protection Association, Department of Defense (DOD), Department of Transportation (DOT), asbestos abatement, local policies, and Air Force Occupational Health Standards; serve as the focal point for automated work control and supply programs within CES or throughout the installation; ensure processing of material documentation produced by computer systems IAW applicable regulations; provides input for the Facility Utilization Board (FUB) and implements approved actions for all facilities; coordinate with the Facility Manager in the data collection, preparation, consolidation, and submission of the Air Force Energy Reporting System (AFERS) report; ensure fiscal responsibility by establishing job/work orders under the correct organizational funding codes; establish and operate the customer service center. Visits job/construction sites to observe status of and expedite projects; plan for and ensure proper marking of equipment and hazardous/sensitive materials. Ensures proper palletizing, labeling, storing, transportation, and disposal procedures are followed; in conjunction with the Facility Manager, coordinates and directs periodic inspections of Real Property and Real Property Installed Equipment (RPIE) Inventory data must reflect conditions, amount, type, and descriptions of all facilities and RPIE; supervise assigned staff so as to assign, direct, and review work of subordinates; determine proper work methods and procedures, sets performance standards and makes formal appraisal of technician(s) work performance; establish and operate the CES Command Control Center during normal, contingency, and emergency operations; establish and maintain facility and construction folders to include records of all significant maintenance and improvements that have and have not been capitalized; initiate, monitor, and administer contracts, within delegated authority; manage CES mobility equipment and supply programs and provides training to drill status guardsmen in accomplishment of these tasks; manage Civil Engineering equipment/material accounts through a sophisticated Integrated Engineering Management computer system; coordinate training/work schedules for contractors, state and Federal employees, and Traditional Guard personnel with the Logistics Management Specialist or the Unit Training Manager in order to maximize training opportunities; perform vehicle control responsibilities; perform other duties as assigned.

Qualifications

MILITARY GRADES: Enlisted (E5 to E7)

MINIMUM REQUIREMENTS: Experience, education or training which indicates the candidate can reason in quantitative terms, communicate orally and in writing in a clear and concise manner, understanding the terminology and data pertaining to repair operations and process characteristics of the production activity.

SPECIALIZED EXPERIENCE: Must have at least 24 months experience, education or training preparing job or work orders; scheduling various phases of projects into the production facility; following up to see if work is progressing as planned and arranging for adjustments in materials, machine processes, and work sequencing allowing for changes. Experience with current automation support programs to input data, provide status of equipment, and monitor job order status, monitor work priorities, requisition repair parts, track repair parts status, etc.
