Duties

  • You will serve as an expert in Installation Resilience program management, research, analysis, and planning related to programs, services, and strategy.
  • You will serve as a primary point of contact for functional and technical leadership in resilience principles, practices, and management.
  • You will solve strategic direction, planning, and resourcing problems related to climate adaptation and climate and energy resilience, to include protection, response, and recovery to installation threats, both natural and man-made.
  • You will form and advocate policy regarding activities related to infrastructure resilience, to include climate adaptation and resilience, installation energy resilience, and cyber resilience.
  • You will serve as an integrator and advisor for enterprise-wide installation resilience across Navy activities in matters relating to climate adaptation and resilience, energy, water, and cyber resilience.
  • You will originate correspondence and technical briefings maintain constant liaison with DON Climate and Resilience teams.
  • You will analyze strategic information and prepares reports, proposals, briefings, and advocates, to express the Navy enterprise position regarding installation resilience matters at the strategic level.
  • You will advocate to leadership on those program areas where technical approaches need to be redirected to overcome critical, unforeseen difficulties, and unsatisfactory results.
  • You will exercise independent-directed initiative, management, and oversight of future defense-wide programs and services that may require development of legislative proposals and defense-wide policy and resourcing approaches.
  • You will analyze resources and programs, establish goals and measures
  • You will have oversight under a wide-reaching umbrella of investments supporting installation resilience.
  • You will apply policies, procedures and legislation to develop program goals, objectives, and performance measures in support of installation resilience and climate adaptation.
  • You will independently review USN programs for current and future efficiencies and effectiveness aligned with defense-wide or USN-wide and legislative priorities.

Qualifications

Your resume must demonstrate that you possess at least one year of specialized experience equivalent to the next lowest grade (GS-12) in the private or public sector using knowledge of installation resilience related programs to include mission assurance, energy resilience, climate adaptation, cyber resilience, and water and waste, water resiliency, and using analytical and evaluative methods, techniques, management and organization principles to perform the following:
1) Performing studies and evaluating energy program operations.
2) Using analytical and evaluative methods and techniques and management and organization principles to assess program development or execution and improve organizational effectiveness and efficiency
3) Applying basic fact-finding and analytical techniques to gather information and data presentation methods to prepare clear and effective recommendations both verbally and in writing
4) Presenting data, interpretations and conclusions in a clear, concise and logical manner.
5) Using of a variety of qualitative and quantitative methods for the assessment and improvement of program effectiveness.
6) Exercising sound judgement and ingenuity to rapidly make decisions, develop recommendations, and execute and/or resolve complex problems.
7) Assisting in providing strategic direction, planning, and resourcing problems related to climate adaptation and climate and energy resilience, to include protection, response, and recovery to installation threats, both natural and man-made.

Additional information

You will serve as a Program Analyst in the Deputy Chief of Naval Operations (DCNO N4) under Director, Installations Division (N4I). The duty station is the Pentagon, Arlington, VA.

This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.

This position is covered by the Department of Defense Priority Placement Program.
