Duties

This position may require an Administrative Careers With America, Alternative Assessments (ACWAA) Assessment depending on the grade hired at.

This position will serve as an entry level Program Analyst within ESI Business and Operations.

  • This position will be responsible for developing an understanding of processes and systems related to Program Analysis.
  • Duties will require the ability to plan, analyze, and review major programs associated with mission and customer funded programs.
  • Will monitor and perform detailed analyses of program progress and utilization of resources.
  • Will develop an extensive knowledge of different functional programs and program planning, evaluation, analysis and budgeting techniques.
  • Will Present, analyze and verify data, techniques, methodologies and formats associated with budget and program development.
  • Develops and maintains databases that contain program data, funding data, delivery dates, and other key pertinent information as required.
  • Formulates and coordinates input to planning documents, e.g. Business Plans, Strategic Plans, etc.
  • Develops resource requirements and prepares budget submissions for assigned programs.
  • Provides advice and consultation on assigned programs, exchanges information with other personnel/organizations, and represents the organization at conferences, meetings, etc.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires temporary duty (TDY) travel up to 25% of the time.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Appointment is subject to completion of a three-year trial period.
  • This position may be extended without limit depending upon the needs of management and cannot be made permanent.
  • Persons born after 31 December 1959 and assigned the gender of male at birth must be registered for Selective Service.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. This is a Science and Technology Laboratory Personnel Demonstration Project position and incorporates the GS-05 step 01 through GS-13 step 10.

FOR GS-05 equivalent
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing ALL of the following duties: 1) Providing analysis and recommendations to leadership on program planning and execution; 2) Managing and prioritizing multiple tasks to meet short suspense requirements in a fast-paced environment; 3) Rapidly adapting to changes in mission and requirements; and 4) Working with and across multi-disciplinary teams that are geographically dispersed. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-01 or GS-04).

Four-year course of study leading to a bachelor's degree with courses related to the occupation.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages.

FOR GS-07 equivalent
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing ALL of the following duties: 1) Providing analysis and recommendations to leadership on program planning and execution; 2) Managing and prioritizing multiple tasks to meet short suspense requirements in a fast-paced environment; 3) Rapidly adapting to changes in mission and requirements; and 4) Working with and across multi-disciplinary teams that are geographically dispersed. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-01 or GS-05).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Budget Analyst
OR
Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-01 or GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

FOR GS-11:
Specialized Experience: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing ALL of the following duties: 1) Providing analysis and recommendations to leadership on program planning and execution; 2) Managing and prioritizing multiple tasks to meet short suspense requirements in a fast-paced environment; 3) Rapidly adapting to changes in mission and requirements; and 4) Working with and across multi-disciplinary teams that are geographically dispersed. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-01 or GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05 for GS-7; GS-07 for GS-9 and GS-09 for GS-11).
