In order to qualify, you must meet the education and/ specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. This series is covered under the Administrative Careers with America (ACWA) examining program. Selectee(s) at the NH-02 level must receive ACWA assessment prior to appointment and receive a passing score.
NH-02 Qualifications- General Experience: Three years progressively responsible experience, 1 year of which was equivalent to at least the GS-04 grade level, which includes;
1. Analyze budget information to provide recommendations; AND
2. Monitor budget programs to justify processes. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (NH-01/GS-04).
OR
Four-year course of study leading to a bachelor's degree.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages.
NH-03 Qualifications-
Specialized Experience: One year of specialized experience which includes;
1. Plan and coordinate financial transactions;
2. Plan for, justify, and defend program requirements in support of annual budget submissions, reviews, and taskings; AND
3. Identify financial/programmatic problem areas and recommend/direct preventive measures or solutions in accordance with fiscal law and regulation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).
NH-02: This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-02 of broad banding encompass the traditional GS-5 Step 1 through GS-11 Step 10 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
NH-03: This is a DoD Demonstration Project position.
