Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11 grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). Examples of specialized experience includes detailed knowledge in methodology of procedures and policies for military deployment, employment, emergency response, and security planning, including equipment assigned and training requirements of personnel; thorough knowledge of a wide range of qualitative and quantitative methods for developing, updating, and maintaining all installation plans; In depth knowledge in military readiness and emergency management exercise development, control and execution. Develops exercises in concert with civil authorities; knowledge is applied in providing guidance and coordination to meet exercise, wartime, or natural disaster contingencies. Advising wing leadership on the status of Inspection and Exercises; Knowledge applied in administrative and technical programs that include developing, scripting and controlling joint and single service theater OPLAN-based exercises and installation emergency management exercises. The work requires skill in training as required; Knowledge of the Inspections and Exercise process based on defense guidance, major command, or joint service directives and procedures. The work requires skill in validating wing plans with Inspections and Exercise Branch, preparing project papers, staff reports, and skill in organizing and delivering briefings to commanders to understand readiness and training shortfalls, exercise findings and recommendations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Detailed knowledge of procedures and policies for military deployment, employment, emergency response, and security planning, including equipment assigned and training requirements of personnel.
2. Skill in developing, analyzing, directing, operating, and evaluating deployment/employment, emergency response and Anti-Terrorism operations, inspections, exercises and programs.
3. Knowledge of natural disaster response procedures, air base operability, hazardous materials, weapons of mass destruction, training techniques and use of special equipment. Knowledge of analytical and evaluative methods and procedures and skill in evaluating program operations to develop comprehensive plans and to analyze work processes and continually improve them to meet customer requirements. Knowledge of and ability to develop training programs and conduct training and evaluations.
4. Ability to make instant decisions and select a course of action under high stress conditions associated with emergency situations. Ability to communicate effectively both orally and in writing to prepare and present briefings, coordinate planning efforts and manage program activities; must work well with people, especially in the planning and coordinating phases of the job.
5. Ability to gather assembles, analyze facts, draw conclusions, and devise solutions to problems. Thorough knowledge of numerous procedures applicable to proper execution of agreements and the effect of agreements upon expenditure of base resources.
6. Knowledge of the principles, practices, and guidance concerned with directing, developing, or performing logistics management operations that involve planning, coordinating, or evaluating the logistical actions required to support a specified mission, weapons system, or other designated program.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
