Summary

You will serve as a Program Analyst in the N2 Engineering and Product Support Department of NAVSUP WEAPON SYSTEMS SUPPORT in Philadelphia.

Duties

  • You will conduct and coordinate special program efforts geared to the establishment of Engineering Department policies and procedures.
  • You will conduct investigations and analyses on various Department and command level matters, issuing advice and recommendations to high-level executives.
  • You will formulate budgets and successfully develop funding requirements in support of engineering efforts and projects.
  • You will serve as the analytical expert for program analysis including logistics, budgetary functions, and sustainment.
  • You will provide integrated logistics support management and support Naval Supply Systems in sustainment.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-13:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector demonstrating a broad range of Program Analyst experience. Specialized experience must demonstrate the following:

1) Independently analyzing Naval acquisition and integrated logistics support management to support the Naval Supply System in sustainment; 2) Applying a broad range of technical, integrated logistics support, and budgetary principles and concepts to successfully manage complex projects; 3) Independently formulating budgets using DON policies and procedures to successfully develop funding requirements and justification in support of engineering efforts; 4) Representing the organization as an analytical expert to other government agencies and private industries; 5) Conducting and coordinating special projects in the Engineering Department that align with the organization's mission and strategic plan.

GS-12:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector demonstrating a broad range of Program Analyst experience. Specialized experience must demonstrate the following:

1) Analyzing Naval acquisition and integrated logistics support management to support the Naval Supply System in sustainment; 2) Applying a broad range of technical, integrated logistics support, and budgetary principles and concepts to successfully manage complex projects; 3) Formulating budgets using DON policies and procedures to successfully develop funding requirements and justification in support of engineering efforts under close supervision; 4) Representing the organization as an analytical expert to other government agencies and private industries.
