In order to qualify, you must meet the
specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions,
Administrative and Management Positions.
GS-09
SPECIALIZED EXPERIENCE: Applicants must have at least one
(1) year of specialized experience at the next lower grade
GS-07, or equivalent in other pay systems. Examples of specialized experience includes applying concepts, and methodologies in carrying out information, personnel, and advising operating officials, techniques, and methods to a variety of work situations, and performing such duties as conducting reviews, collecting and analyzing information, etc. and skill in weighing the impact of variables such as critical personnel qualifications, variations in building construction characteristics, access and entry restrictions, and other issues that influence the course of actions taken in resolving security questions and issues.
OR
EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL. B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.

OR
COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; and have at least one year of progressively higher-level graduate education but have not obtained a master's or equivalent graduate degree. Therefore, have a combination of experience and education.

GS-11
SPECIALIZED EXPERIENCE: Applicants must have at least one
(1) year of specialized experience at the next lower grade
GS-09, or equivalent in other pay systems. Examples of specialized experience includes applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations, pertinent laws, regulations, policies and precedents which affect the use of program and related support resources, and skill in developing new or modified work methods, organizational structures, records and files, management processes, procedures for administering program services, guidelines and procedures.

EDUCATION: Successfully completed a Ph.D. or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR
COMBINATION OF EXPERIENCE AND EDUCATION: A combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks
.
One year at the
GS-07 level is required to meet the time-in-grade requirements for the
GS-09 level.
One year at the
GS-09 level is required to meet the time-in-grade requirements for the
GS-11 level.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Practical knowledge and skill in various database and office automation software programs, tools, and techniques to support and administer office operations, student management, and produce a variety of documents such as letters, reports, spreadsheets, databases and graphs.
- Knowledge and skill to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems, and recommend actions based upon the interpretation of any existing guidance and the context of the situation.
- Knowledge of the laws, regulations, policies, and guidelines applicable to managing student affairs and executing the RSS Field Studies program to include passport/visa processing.
- Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing; and work in a professional manner with internal and external stakeholders and senior leaders across multiple agencies, countries, and services.
- Ability to exhibit effective short and long-term program management and organizational skills to work independently and manage and prioritize multiple tasks simultaneously to meet deadlines.
- Knowledge of the organizational structure, functions, and processes and commitments of supervisors to prepare and review correspondence, to screen telephone calls and visitors, and to perform other substantive or administrative advisory work of the organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
