You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience to qualify for GS-11 level: One year of specialized experience equivalent to the GS-09 grade level in the Federal
service which includes: 1) Assisting in the development of budget plans and estimates for projects and programs and supporting their execution under supervision. 2) Reviewing guidance and regulations to ensure compliance and providing recommendations for proper interpretation. 3) Using software tools such as financial management software (e.g., CEFMS), project management software (e.g., Project Management Business Process (PMBP) P2, Project Management Information System (PROMIS), Primavera or Microsoft Project), and other systems (e.g., Microsoft Office Suite, business intelligence software such as EDW) to perform financial and project management tasks. 4) Creating basic financial reports and tools using software like Microsoft Excel (e.g., spreadsheets, pivot tables, and VLOOKUPs) to analyze and present data. 5) Assisting in resolving funding problems by conducting preliminary analyses, proposing alternative solutions, and supporting efforts to meet organizational goals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as
Business Administration, Finance, Accounting, Project Management, Public Administration, Economics, Engineering Management, Information Systems, Computer Science, Statistics, Data Analytics or Communications or other fields related to the position to be filled. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Time in Grade Requirement for GS11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent
(GS-09).

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.
