Duties
Duty 1:
Performs career broadening assignments, to develop and maintain a continuous liaison with Congressional
Members and Congressional staff members, other Headquarters Air Force, Office of the Secretary of Defense, Joint Staff, other Services, Federally-Funded Research and Development Centers, think tanks, associations, academic institutions, and the Congressional Research Service to ensure informed decision- making by senior Air Force leadership.
Duty 2:
As a career broadener, applies expertise to perform a broad range of highly complex and controversial analyses of programs; to comprehend, assess, and explain Congressional dynamics and Member of Congress prioritization influences and leverage that understanding for the advancement of Air Force strategic interests and development of Air Force congressional strategy.
Duty 3:
Supports Air Force Senior Leader engagements with Congress. Plans, formulates, and/or implements policies to align legislative analysis to support Air Force engagements with Congress. Develops and prepares a variety of correspondence and other documentation, i.e. formal letters, position papers, reports, staff studies, staff summary packages, briefings, charts, bullet background papers, etc. Coordinates actions and develops USAF positions and congressional engagement strategy in conjunction with relevant Secretariat, Air Staff, and MAJCOM offices
Duty 4:
In a career broadening capacity, analyzes the progress of strategy execution and collaborates across Legislative Liaison offices to recommend process improvements to Legislative Liaison leadership. Expertly applies a wide range of analytical and evaluative techniques to design measures of success, measures of performance and other metrics to assess the efficiency and effectiveness of Air Force congressional engagement strategy on legislative outcomes. As required, leads or manages working groups to address specific issues.

- Career Broadening positions are managed by AFPC/DPZS and are centrally funded.
- Positions are established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of a high-potential, mid-level manager.
- Career Broadening also provides training and developmental opportunities at various organizational levels.
- These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment
- TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition
- Position may be subject to random drug testing
- Travel by regularly scheduled commercial or military conveyances IAW Joint Travel Regulations may be required in performance of TDY
- Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization and must include the expert strategist has mastered the application of a wide range of strategy development tools and the qualitative and/or quantitative analysis methods for the assessment and improvement of congressional engagement effectiveness. Expert knowledge of a wide range of analytical and evaluative techniques and research methods, including tools and sources is applied to comprehensive congressional strategy development and assessment where the boundaries of the studies are extremely broad and difficult to determine in advance; i.e., the actual limits of the project are developed as the study proceeds, in part due to evolving legislative language, Air Force priorities and other factors.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery of knowledge of a wide range of qualitative and quantitative methods for the development, assessment and improvement of critical organization strategy and plans for congressional engagement. Ability to analyze facts, identify problems, evaluate findings, draw conclusions and recommend corrective or other appropriate action.
2. Expert knowledge of a wide range of analytical and evaluative techniques and research methods, including tools and sources to support the development, assessment and improvement of critical organization strategy and plans for congressional engagement. Familiarity with congressional legislative process and congressional legislative research tools, tracking systems and processes, to include knowledge of past and present national, OSD, and Air Force policy issues.
3. Ability to work directly with members of Congress, Congressional Committees, or related staffs or working for a non-DoD organization to assist in developing congressional engagement strategy, assess the strategy's effectiveness and recommend improvements.
4. Ability to strategically communicate, including developing key message, message alignment, branding and/or communicate effectiveness measures. To exercise insight, judgment, and diplomacy for establishing and maintaining effective relations between senior Air Force leadership and Congressional contacts.
5. Skill in excellent written and oral communications skills are required due to the high visibility and sensitive work accomplished by this office.
6. Ability to organize and coordinate multiple tasks; to synthesize information and present findings in a logical sequence and assure timely completion, while maintaining composure under stressful conditions to allow timely, accurate decision-making.
7. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization postured for maximum agility and flexibility.
8. Ability to prepare and present briefings to senior DOD officials pertaining to such policy and related issues.
Additional information
PCS restrictions: An employee selected to make a PCS to a Career Broadening assignment is restricted from making a second PCS for 12 months
