Duties
Uses a high level of interpersonal skills and expertise in Marine and Family Programs to provide policy oversight and program monitoring of Family Readiness Section programs that include: Marine Corps Family Team Building (MCFTB), Unit, Personal and Family Readiness Program (UPFRP), Information, Referral and Relocation, Personal Financial Management Program, and oversight of functional integration of information into automated systems to include: Marine Online and SharePoint. Provides high-level guidance and serves as the Marine Corps subject matter expert on Marine Corps Family Readiness Services issues.
Management
Independently oversees day-to-day operations of ongoing complex programming of large scope and/or involving significant difficulty and responsibility that encompasses: mission, function, operation, activity, laws, rules and regulations authorized and funded by the agency. Develops operational guidelines for the full range of actions and standards for overall Section operations when established guidelines have not been successful, do not apply or none are available.
Communicates and delivers briefings and presentations on complex concepts, status reports; correspondences with General Officers, key stakeholders, and installation personnel.
Plans and conducts external evaluations and assessments of new, existing and proposed programs to determine compliance with requirements and recommends changes or improvements in methods and procedures to incorporate best practices in service delivery. Conducts research to identify current trends and audit findings to the Department of Defense, General Accountability Office, Department of the Navy, and Inspector General of the Marine Corps.
May work a fluctuating work schedule to complete work assignments outside of the typical work week and work hours. May travel to complete work assignments, and conduct or attend conferences and meetings.
Supervision
Supervises full performance level NF-4 Program Managers and equivalent personnel to include: assigning, distributing, evaluating work; coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, recommending and completing performance reviews, recommending and administering discipline, recommending and administering incentive awards, signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment, being alert to alcohol/drug abuse to take appropriate action.
Analysis and Evaluation
Exercises analytical ability, judgment, discretion, and applies a thorough knowledge of management principles, practices, methods and techniques to continuously analyze accuracy of planning processes and procedures to recommend improvements. Responds to audit requests for information to brief executive level personnel on Family Readiness Section programs Marine Corps-wide.
Budgeting
Coordinates with program staff to formulate, administer and monitor the operating and capital budget for the Section. Identifies and establishes cost centers. Monitors expenses. Establishes proactive controls to ensure budgetary objectives are met. Takes corrective action when budget variances occur. Computes financial data and statistics to prepare reports and forecast budgets for execution and short and long range plans. Analyzes budget plans and execution reports to identify discrepancies, needs, opportunities and efficiencies and initiates new practices and plans to operate more effectively. Compares current and historical data to determine trends and anticipate future Section requirements. Presents financial briefs and reports to executive level personnel.
Recordkeeping and Maintenance
Maintains individual case records IAW with prescribed regulations and ensures confidentiality and security.
Safety
Adheres to safety regulations and standards. Uses any required safety equipment, and observes safe work procedures. Promptly reports any observed workplace hazards, and any injury Ensures safety training is provided to employees. Complies with OSHA standards and takes action to correct unsafe or unhealthy working conditions.
This is a white-collar position where occasional lifting up to 20 lbs may be required.
