To be considered for a Recent Graduate appointment you must meet ONE of the following requirements:
- Complete all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution within the previous two (2) years; -OR-
- Veterans who, due to military service obligation, were precluded from applying to the Recent Graduate Program during any portion of the eligibility period described above shall have a full two-year period of eligibility upon release or discharge from active duty. This eligibility period cannot extend beyond 6 years from the date on which the individual completed the requirements of an academic course of study. You must have obtained your degree on December 27, 2010 or later (The issuance of E.O. 13562-Pathways Legislation).
In addition to meeting the Recent Graduate eligibility requirements, your resume and supporting documentation must support:
You may qualify at the GS-07 grade level, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-05 grade level or equivalent under other pay systems in the Federal service, military or private sector. Creditable specialized experience includes:
- Voting Assistance Program organization experience;
- Performing voter assistance Ombudsman duties and customer service
OR
B. Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
C. Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above.
Superior Academic Achievement is based on:
(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses;
OR
(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.;
OR
(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).
OR
D. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
You may qualify at the GS-09 grade level, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-07 grade level or equivalent under other pay systems in the Federal service, military or private sector. Creditable specialized experience include:
- Leading Voting Assistance Program organization experience;
- Performing voter assistance Ombudsman duties and customer service; and
- Ensuring quick and effective decision-making in resolving voting issues using leadership, problem-solving, and interpersonal skills
OR
B. Possess a master's or equivalent graduate degree
or 2 full years of progressively higher level graduate education leading to such a degree
or LL.B. or J.D., if related.
OR
C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)
You may qualify at the GS-11 grade level, if you fulfill the following qualifications:
- Providing direct customer service via telephone and electronic correspondence, including responding to complex inquiries, resolving issues, and processing requests related to voting assistance or government services;
- Entering, managing, and analyzing case data in a tracking or case management system to monitor service trends, document issue resolution, and support program reporting ;
- Serving as a liaison or ombudsman, conducting research and coordinating with multiple stakeholders to resolve voting-related regulatory issues;
- Analyzing election-related information, including reviewing and interpreting state-specific voting laws and procedures, and communicating program guidance clearly to internal and external audiences;
- Coordinating with interagency partners on program implementation, logistical support, and compliance with voting-related legislation such as Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) or National Voter Registration Act (NVRA).
OR
B. Possess a Ph.D. or equivalent graduate degree
or 3 full years of progressively higher level graduate education leading to such a degree
or LL.M.
OR
C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
