This National Guard position is for a PROGRAM ANALYST T32,PDD1905000 and is part of the AZ USPFO, National Guard.

Duties

This position is located at the United States Property & Fiscal Office (USPFO) in Phoenix, Arizona. The primary purpose of the position is to provide management with objectively based information to effectively assess the full range of logistical asset accountability of all units/activities within the state. The purpose is to monitor and ensure effectiveness of operations regarding logistics accountability. Identifies process, system, and equipment on hand deficiencies by applying defect prevention principles and root cause problem resolution techniques and recommends corrective action for each. Serves as advisor to the USPFO and his staff members regarding compliance, readiness posturing as relates to accountability, and mission limiting issues.

Conditions of employment

  • ARIZONA ARMY NATIONAL GUARD MEMBERSHIP IS REQUIRED. Prior to appointment into this position, selectee must be a current member of the Arizona Army National Guard, in a military organization supported by the USPFO.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a trial period.
  • Participation in direct deposit is mandatory.
  • Incumbent must possess and maintain a current state driver’s license.

Qualifications

Military Grades: SPC/COL/E-4 to MSG/E-8 or 2LT/O-1 to CPT/O-3

Compatible Military Assignments: 92 Series, LG, QM, TC, or OD

SPECIALIZED EXPERIENCE

1-year specialized experience, education, or training equivalent to at least the next lower grade level. Experience, education, or training which has provided application of practices, theories, techniques, and methods of management. Experience analyzing, interpreting, and developing policies and procedures of local management.

Education

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

1. Inventory Management & Control: Knowledge of inventory management principles, procedures, and techniques applicable to Army supply systems. Skill in utilizing automated to accurately track, manage, and control the flow of organizational clothing and individual equipment (OCIE).

2. Logistics & Supply Chain Management: Knowledge of logistics principles, including storage, distribution, and transportation of supplies. Understanding of the Army's supply chain from national-level support to the point of issue at the CIF.

3. Data Analysis & Reporting: Skills in collecting, analyzing, and interpreting data related to inventory levels, issue rates, and loss/damage reports. Ability to generate accurate reports and identify trends to inform supply management decisions. Proficiency in Microsoft Excel or similar data analysis tools. Capable of preparing detailed reports, briefings, and recommendations for improving supply chain efficiency.

4. Army Regulations & Policies: Familiarity of relevant Army regulations and policies pertaining to supply management, property accountability, and CIF operations.

5. Problem Solving & Communication: Ability to identify and resolve complex supply issues, such as discrepancies in inventory, shortages, or damaged items. Effective communication skills (written and verbal) to interact with Soldiers, leaders, unit representatives, warehouse staff and other co-workers.
