Duties

As a PROGRAM ANALYST (TITLE 32), GS-0343-9, you will prepare the state Information Support Plan; review agency/NGB architectures; perform cost-benefit and life cycle analysis; prepare the plan and submit to NGB; coordinate with NGB and update/change the plan as required; prepare Program Objective Memorandum (POM) submission; review NGB and agency architectures and support plans, compile data, conduct trend, cost, and life cycle analysis, prepare and forward submission; monitor status of POM and adjust programs/plans as required; manage the organization's Internal Controls program; conduct audits of assessable programs, review findings, prepare reports and corrective action plans and monitor noted deficiencies; analyze new or proposed regulations, legislation, or operating procedures for impact on the information programs and operations mission; develop regulatory and policy documents for the organization; perform budget management functions for current and past budget year; receive and review Annual Funding Program; prepare management reports and provide funding status; submit/adjust obligation plans; prepare authorization documents; prepare validation documents and validate for fiscal law compliance; create reservations. Tracks transactions; review obligation/ purchase documents; conduct internal budget meetings and prepare reports for agency Program Budget Advisory Council meetings; coordinate disbursements and reconcile unliquidated transactions; coordinate and prepare inter and intra agency funds transfers; perform year-end closeout; maintain informal commitment registers; prepare and submit budget requests; renew contracts and purchase agreements; perform Cooperative Service Agreement services; coordinate with State agencies and NGB program managers; receive and review authorization documents; allocate funds to appendices; reconcile account activity, renew agreements, and perform year-end close out functions; manage division Impact Card Program; create obligation documents, receive and review statements, resolve billing and payment disputes; provide administrative support to the division; schedule meetings, conferences, and travel; maintain division suspense/activity databases; conduct research and analysis; prepare briefing and reports; represent the organization at meetings and on committees; perform other duties as assigned.

Qualifications

Military Grades: Enlisted (E6 to E8) to Warrant Officer (WO1 to CW2)

Minimum Requirements: Experience, education, or training in administrative, professional, investigative, technical or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes and principles of management. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Must have at least 24 months experience which has provided a working knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience analyzing, interpreting and developing policies and procedures of local management.

Education

You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
